Research On The Construction Of Urban Social Pension Service System In Kaifeng City

With the continuous growth of urban pension service demand,the construction and improvement of social pension service system has become a hot issue of the government,society and academia.Kaifeng,as a light industrial city in the central region,has a slow economic development.Under the dual pressure of "young population moving out" and "old population moving in",the proportion of the elderly aged 60 and above in Kaifeng is as high as 15.6%.The real background of the development of Kaifeng’s pension service is that the demand for pension service is surging,the supply of pension service is insufficient,the function of family nursing is weakening and the social pension service is lacking,and the current situation of pension service resources between urban and rural areas is different.In view of the current situation and problems of the development of Kaifeng City’s social pension service,this paper discusses the construction direction from three aspects of "three systems of social security system",namely content system,structure system and level system,in order to provide reference for the development of social pension service in small and medium-sized cities.First of all,in view of the realistic background of the development of Kaifeng City’s social pension service,the research purpose and significance of the paper are preliminarily positioned;the research framework of the paper is defined on the basis of in-depth discussion of relevant concepts;the connotation and goal of the construction of urban pension service system are determined in combination with relevant theories.Secondly,through investigation and interview,combing the development process and current situation of Kaifeng City’s pension service,exploring its "Kaifeng characteristics" as a light industrial city in pension service mode selection,object composition and responsibility subject.Thirdly,from the perspective of "three systems",this paper analyzes the problems and causes of the construction and development of Kaifeng’s social pension service system,such as single mode,unbalanced supply and fuzzy responsibility.Finally,in view of the historical background,existing problems and unique advantages of the development of Kaifeng City’s pension service,it provides a path choice for the construction and improvement of the pension service system in small and medium-sized cities.
