Volunteer service is a crucial symbol of the progress of civilization in modern society,and it has received more and more attention in China.People often think of volunteer service as voluntary and unpaid,and thus ignore the importance of motivating volunteers.Scientific and effective incentive measures can stimulate volunteers' enthusiasm,and are a significant guarantee for the continuous development of volunteer service,the stabilization of volunteer team and the improvement of service quality.The volunteer service in Xiamen has developed faster and faster in recent years,and the importance of motivating volunteers has become increasingly prominent in the process from rapid development to gradual standardization.How to effectively motivate volunteers and stimulate their enthusiasms and initiatives to participate in voluntary services thus to better support sustainable development of volunteer service in Xiamen,has become a public issue that aroused wide concern.The present paper first sorts out and analyzes the concepts of volunteer,voluntary service and incentive,and takes Maslow's Hierarchy of Needs Theory,Herzberg's Two Factor Theory and Lawler and Porter Model of Motivation as the theoretical basis to support the topic research.The research approach that combines questionnaire survey and interview method is adopted to investigate the current status and demands of volunteer incentives in Xiamen.According to the analysis of statistical surveys and interview results,the main problems of volunteer incentives existing in Xiamen include the unfulfilled guarantee of volunteers' rights and interests,low public recognition of volunteers,insufficient support for incentive funding,and volunteers' low levels of satisfaction with incentive methods.Subsequently,the causes of the aforementioned problems are analyzed.The reasons for the incentive problems in Xiamen are separately the lagging volunteer-related policy formulation,inadequate publicity of volunteering culture and spirit,narrow channels for raising incentive funds,and single incentive content and form.Certain references and implications are obtained through the analysis of advanced experience in some regions at home and abroad.Finally,the paper puts forward corresponding countermeasures and suggestions for the volunteer incentives in Xiamen.Scientific and effective incentive measures targeted on different volunteers' demands can be carried out at three levels as follows: 1.promoting the construction of volunteer-related legal system and enhancing the cultural and social atmosphere of volunteering at the social level;2.broadening channels for raising incentive funds and perfecting incentive contents and forms at the organizational level;3.conducting volunteers' self-motivation at the individual level.
