Volunteers are an essential part of activities. Recently, with the scale of activities furtherexpanding, the importance of volunteer is gradually emerging. Therefore, the success of anactivity increasingly depends on the management of volunteers.Because of the special characteristics of volunteer work, volunteers have become anoticeable feature of modern events. Many grand events are successfully held with the help ofvolunteers, such Olympics and Expo. As volunteers take part in more activities, therequirement for them is stricter than before.Volunteers are a special kind of human resource. The distinctive requirements ofvolunteer management determine the complexity of volunteer administration. Sincevolunteers are different from staff, simple theories of HR management cannot be applied tothem.In recent years, many international events have been held in China. Volunteers contributeto the successes of these activities and impress the rest of world with their excellent work.This essay focuses on the development of volunteers, explains the historical evolution ofvolunteer management at home and abroad, and ends with the analysis of the value andfunction of volunteers. Based on the example of Guangzhou Asian Games and Paralympics,the author analyzes the mechanisms of domestic volunteer management. Then authorcompares our management system with that of other countries and suggests some problems inthe existing system. Finally, in order to further perfect our system, author advises to learnfrom the foreign management experience and suggests a better system for our volunteermanagement.
