The North Korean nuclear issue refers to North Korea's ability to acquire nuclear technology and nuclear waste through its development of nuclear power plant projects,and thus gradually has the ability and willingness to carry out its nuclear program,which has threatened regional security and international prevention of nuclear proliferation.The origin of the North Korean nuclear issue can be traced back to the Soviet Union's assistance to North Korea's nuclear reactors and the construction of nuclear power plants.During this process,North Korea continued to send technicians to study in the Soviet Union and Eastern European countries and carry out its own atomic energy research.For a long time till its disintegration,the Soviet Union provided North Korea with technical support and even a nuclear umbrella.It can be said that Soviet factors have significantly affected the level of North Korean nuclear technology.After the 1980 s,the Soviet Union requested North Korea to join the nuclear non-proliferation system and restricted North Korea's development of nuclear weapons.The disintegration of the Soviet Union had a great impact on the Korean nuclear issue.On the one hand,the disintegration of the Soviet Union makes North Korea completely lost its most important political alliances and security guarantees.The end of the cold war worsened the situation on the Korean peninsula.North Korea's motives for nuclear to reversal of its own lack of power are increasing.And this obviously transformed into a self-reliance nuclear weapons program.On the other hand,the development of North Korea's nuclear technology has always been inseparable from Soviet technical assistance.The restrictions and controls the Soviet Union made have largely restricted the pace of North Korea's progress toward nuclear weapons programs.After the collapse of the Soviet Union,no force could replace the key role played by the Soviet Union.In essence,the disintegration of the Soviet Union completely disengaged the North Korean nuclear issue.
