Study On The Problem Of Public Report Of Regulation About Food Safety

Food safety has developed into a social issue.Nowadays,it is also difficult for the government to undertake the heavy task of food safety supervision.In response to this regulatory dilemma,many scholars believe that the government can no longer undertake the task of food safety supervision independently,but should mobilize the resources and forces of the whole society to change the "single management" into"social co-governance",so as to fundamentally solve the problem of food safety.As one of the main bodies of food safety supervision,the public forms a benign interaction with other bodies in the supervision process.Public report on food safety is an important way for the public to participate in food safety supervision.The public can find clues of illegal food safety behaviors around them in a timely manner.According to these clues,food safety supervision departments can precisely crack down on illegal food safety behaviors and deter illegal food production and operators.After the establishment of the Market Supervision Administration,the difficulty lies in how to perform the food safety supervision function and how to do a good job in the public reporting of food safety.Taking Dezhou as an example,this paper uses the theory of public management,literature analysis,comparative analysis,questionnaire survey and interview to study the public reporting problems in food safety supervision.Through the analysis of the status quo of public reports on food safety in Dezhou,it is found that there are many problems.For example,the public lacks enthusiasm for reporting,the quality of handling reports needs to be improved,the informant abuses reporting rights,and the public lacks food safety education.These problems affect the role of the public in reporting food safety.Based on the experience of public participation in food safety supervision in the United States and other developed countries,combined with the actual situation of Dezhou,this paper attempts to put forward countermeasures and suggestions for the problems existing in food safety public reporting.Starting from several aspects such as perfecting the food safety reporting system,strengthen the construction of grassroots food safety supervision teams,reasonably regulate the public reporting rights of food safety and strengthen food safety publicity and education,the food safety public reporting can play a full role in solving food safety problems.
