The Mode And Dilemma Of Traditional Media Participating In Community Governance

Community governance is the foundation of national governing system.As the basic governing unit of society,community is not only the last end of social governance,but also an indispensable part of social governance.Since the Third Plenary Session of the 18th CPC Central Committee,China has raised social organizations,community governance and social voluntary service to an important level of social governance and innovation.The ultimate goal of community governance is to enable residents living in a certain area to actively participate in community public affairs through community management institutions,social organization platforms,and various effective ways and means.Thus,these measures can improve the modernization level of community governance,and cultivate residents,sense of identity,belonging,fun and security to the community.In the process of actively building the national governance system and the modernization of governance capacity,the State advocates the intervention of various social organizations into the community governance,which makes the community governance model further reconstructed and improved,and the community autonomy system further to be guaranteed.As the traditional media and media workers in the transition period,they actively participate in social construction and local community governance,and effectively intervene and promote community affairs,which has become another significant feature of the new era of community governance,and also meets the needs of social development in the transition period.At the same time,relying on its own publicity advantages and the ability to integrate social resources,traditional media actively set up their own social organizations and participate in urban and rural community governance as a legal subject.As early as 2010,Zhang Gang Caravan of Shandong Qilu Evening News has been involved in community governance.After nearly ten years of community-level practice,it has made a lot of useful exploration in community co-governance and sharing,community media integration and the construction of smart community.In particular,the news service for community,the project-based operation of social service institutions,and the construction of smart communities are among the forefront of the domestic media,which have certain pioneering significance and exemplary role.Based on the investigation method,action research method and conclusion of the past research,this paper makes a comprehensive study on the mode and dilemma of traditional media people participating in the community,and takes Zhang Gang Caravan of Qilu Evening News as an example to analyze in detail,pointing out the specific problems and analyzing the causes of these problems,and further analyzing and discussing the feasible path of the traditional media to participate in community governance in the future.The innovation of this paper is that through the research,it is found that the participation of traditional media in community governance has played a certain role in the operation of community-level society,which is worthy of affirmation.Although there are still many problems in the process of this exploration,it is undoubtedly the direction of media community transformation in the future,and it is also a useful measure to build a smart community and carry out social governance innovation.The ultimate goal of community governance is to realize the urban and rural community governance system with multiple participation and joint governance led by the community-level party organizations and the community-level government in the framework of social governance modernization.The urban and rural community governance system is enhanced,the urban and rural community governance capacity is significantly improved,and the operation mechanism of urban and rural community public service,public management and public security which are effectively guaranteed is established.The effectiveness,interaction,timeliness and professionalism of services in community governance need to be realized by various social organizations.In this governing process,the social organizations established by traditional media,media people and the media have the necessity and timeliness of their involvement.Under the path of technology empowerment,they can effectively and timely unblock the communication channels between residents and government,government and social organizations,residents and government organizations,and promote and strengthen the harmonious construction of communities.
