A Study On The County Land Use Planning Policies Executive Problem

Land is the foundation of people's survival and life.In the development of social economy,the scarcity and limitation of land resources and the growing demand for land are becoming increasingly prominent.Land use planning not only effectively and rationally arranges social and economic Land use,and effectively coordinate land use arrangements in the region.At home and abroad,all regions attach great importance to the issue of land resource management,and hope that through the research and implementation of land use planning policies,the relationship between people and land,people and nature can be reasonably coordinated.With the continuous development of the economy,China's land use planning has become a means for the government to manage and regulate land use.It is also a government management measure for land use issues,and it is a public management policy.In recent years,China has formulated a number of policy measures and laws and regulations to promote land use planning and management.Provinces,municipalities,and autonomous regions have actively implemented China's land use planning policies,but in the specific implementation process,there are still weak policies,especially at the county administrative level.From the perspective of public policy implementation,this study analyzes the evolution mechanism of related policies,the organization system of implementation agencies,and implementation methods on the basis of the interpretation of the concept of implementation of land use planning policies,and designs the county land use Relevant surveys on the implementation of planning policies include questionnaire surveys and interviews.In order to understand the actual situation of the implementation of county land use planning policies,the study selected county L as the research site,from the research object's policy understanding channels,policy implementation awareness rate and satisfaction,etc.,for the implementation of county land use planning policies in China Describe and analyze the current situation.Based on the findings of the survey,it is found that the main factors that hinder the implementation of county land use planning policies include: the complexity ofland use planning policy issues,the defects of the policy itself,the target group's interest balance,the serious shortage of policy resources,and the incomplete legal system.There is a lack of effective integration between implementing agencies and within the agency,the social environment lacks a benign drive for the implementation of land use planning policies,there are many bottlenecks in public participation,and the monitoring mechanism is not perfect.Combining the development situation of county L and the existing problems in the implementation of land-use planning policies,the author proposes an optimization path for the implementation of county-level land-use planning policies in order to strengthen the management of land-use planning in the context of limited land supply.
