A Study On The Performance Of The Accredited Disciplinary Inspection And Supervision System

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China made a major strategic plan for adhering to and improving the socialist system with Chinese characteristics,promoting the modernization of the national governance system and governance capacity,and made clear the objectives and tasks of adhering to and improving the party and the national supervision system,including the supervision work and anti-corruption work into the national system and governance system to make a top-level design.The system of the dispatch of the Commission for Discipline Inspection is one of the important ones Ring.After long-term development and many reforms,the operation mechanism,supervision object and power composition of the dispatched supervision have changed greatly.Especially since 2013,the system of dispatch of the Commission for Discipline Inspection and supervision has gradually taken shape.As a power operation supervision and restriction system with Chinese characteristics,it has been widely concerned by the society,which provides a new path for the internal control mechanism of super large bureaucratic organizations.This article takes the stationing team of Department A in Province Jia from 2013 to 2019 as an example to analyze the operation mechanism and power structure of the stationing system of the Commission for Discipline Inspection and Supervision,and study the system design and the subsequent supervision conflicts.From the perspective of power supervision and restriction,combined with the situation of the stationed group to perform the responsibility of supervision and discipline accountability and specific cases,the theory of power supervision and restriction,two responsibilities and four forms are used to analyze the effectiveness of daily supervision,discipline review and accountability.Responsibility and other aspects of research and discussion on the effectiveness of the supervision of the Commission for Discipline Inspection and Supervision Commission,which provides new ideas for the evaluation of the effectiveness of the agency.After comprehensive analysis,it is believed that the stationed group has achieved two results in compacting the two responsibilities,promoting the implementation of supervision responsibilities,and carrying out source governance.However,there are also shortcomings in stationing groups in practice.A separate chapter studies the shortcomings of supervision and analysis of the reasons.For example,the fact that the“top leader”ability to supervise is weak,and the problems of party style and governm ent style are forbidden,such as the real existence,reveals the current predicament of stationing supervision and excavates the reasons behind the system.On this basis,it also puts forward five optimization suggestions,such as promoting the implementation of two responsibilities by political supervision and improving the supervision effect of the"first leader",which provides a new idea for deepening the reform of discipline inspection and supervision post.
