The Research On Problems And Solutions In The Operation Of Private Operating Public Elder Care Institution In China

At present,the trend of population aging in our country is increasingly severe.The elderly demand for old-age services is also increasing year by year.From the institutional pension service,the pension institutions in China are divided into public pension institutions and private pension institutions.Among them,the public-run pension institutions have problems such as insufficient supply of the old-age,low service quality and efficiency,which do not adapt to the rapid aging trend of the society and so on.At the same time,private pension institutions also have some problems,such as non-standard management,high fees,insufficient service facilities and low rate of return on investment.Therefore,it is necessary to explore a new type of old-age service mode,which not only has the public welfare nature of the public pension institution,but also has the specialty and efficiency of the old-age service.The model is called private operating public elder care institution.It is characterized by improving the standardization and specialization of the old-age service,keeping the public welfare and non-exclusiveness of the old-age institutions and so on,which can meet the increasing demand of the elderly in our country.Using the methods of literature research,participation observation,interview and so on,this paper takes Fuhai nursing home,the first private operating public elder care institution in the eastern part of China,as an example to carry on the analysis and research.The author found that there were some problems in the practical operation,such as low occupancy rate of the elderly,imperfect municipal facilities such as drainage system,low professional quality and large mobility of nursing staff,and serious loss in operation and so on.In this paper,the location of Fuhai nursing home is remote,the public infrastructure investment is insufficient,the charge exceeds the purchasing power of the old-age service of most residents in C city,the level of enterprise management service and the professional quality of nursing staff need to be improved.The source of fund raising is analyzed from a single angle.The author points out that the government should assume the responsibility of supervision,create the conditions for the accommodation of the elderly,and improve the construction of infrastructure.In order to promote the promotion and development of the new mode of private operating public elder care institution,the private operating public elder care institutions should formulate reasonable prices in line with the actual situation of low-income groups,strengthen the training of nursing personnel and professional training,and broaden the channels of financing,and so on.
