Problems In Driving Training Management And Its Reform And Improvement From The Perspective Of Hospitalization Service

In recent years,with the rapid development of social economy and the continuous improvement of people’s quality of life,cars as a means of transportation have gradually been widely used in our country.The demand for car purchase rigidity has also increased day by day.The number of drivers learning motor vehicle driving skills has also increased rapidly,which has effectively promoted the development and growth of the motor vehicle driver training industry.However,behind the prosperity of the driving training industry are the savage growth and disorderly competition of various driving schools,which have brought many adverse effects to the industry.On May 9,2016,the State Council held a national teleconference to promote the reform of release and management services.Li Keqiang,member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council,delivered an important speech.Premier Li Keqiang’s report on the work of the government pointed out that in order to promote the decentralization of government,the combination of deregulation and management,and the optimization of services,it is necessary to promote open competition in the driving training market,fair and just driving tests,and convenient and efficient service management.The General Office of the State Council forwarded the "Notice of the Ministry of Public Security and the Ministry of Transport on Promoting the Reform of Motor Vehicle Driver Training and Examination System"(Guo Ban Fa [2015] No.88),the "Notice of the Ministry of Public Security and the Ministry of Transport on Doing a Good Job in the Reform of Motor Vehicle Driver Training and Examination System"(No.50 [2016] of the Public Transport Administration)and other documents,and fully started the reform of the charging mode of the national driving and training industry in accordance with the principles of "step by step,steady progress,standardized procedures,fairness and reasonableness".Xiangtan City is in a special period of economic and social transformation.It has made some achievements in driving training management reform.It has made some explorations in improving the industry system and meeting the different needs of learner drivers.For example,it has made innovations in many aspects,such as building a charging platform,changing training methods and establishing an exit mechanism.Xiangtan municipal government vigorously promotes the reform of the driving training industry in order to standardize the management behavior of driving training institutions,improve the service management level of motor vehicle driver training,protect the legitimate rights and interests of driving training students from infringement,and promote the standardized,orderly,healthy and stable development of the driving training industry.The reform of the driving training industry is a bonus released by the overall deepening of the reform.He can actively improve the current industry criticism,optimize the allocation of driving training resources,and thus improve the quality of drivers.However,in the process of deepening the reform,many new and more complicated problems have been brought along,and there are still many problems in terms of industry orientation,government supervision,system and mechanism,publicity and guidance,etc.Taking Xiangtan city as an example,this paper analyzes the current situation and problems of driving training management from the perspective of management uniforms,and puts forward relevant countermeasures and suggestions.The thesis consists of five parts.The introduction part mainly briefly introduces the background and significance of the topic selection,and then analyzes and elaborates the general situation of driving training industry reform at home and abroad,indicating the main research ideas and methods,and discussing the main research contents and innovation points of this article.The second chapter focuses on the definition of core concepts and theoretical basis.The third chapter takes Xiangtan city as an example to analyze the current situation and problems of driving and training management reform from the perspective of management service.The fourth chapter is about the main factors that affect the driving training management reform in Xiangtan city from the perspective of management service.The fifth chapter is about the countermeasures and suggestions to improve the management reform of driving training under the vision of Xiangtan city’s management service.
