The Impact Of Network Real Name System Policy On Online Governance

The Network Real Name System has finally been settled with the implementation of the Cybersecurity Law of the People's Republic of China.The advantages of real name system are obvious,but the adverse effects are also worth exploring.With the implementation of the Law,online governance has been affected too.This paper combined the Network Real Name System Policy with the online governance,use the theoretical knowledge of multiple disciplines,domestic and foreign scholars'research results.It employed such methodologies as literature,eomparison and case study to research the impact of Network Real Name System Policy on Online Governance,Firstly,the paper briefly introduced the development of real name system from its proposal to its entry into law·Then it described the background,illustrated the significance and reviewed the current research situation at home and abroad.Next,The Network Real Name System and the online governance,the theory of Government Externality and "Spiral of Silence"were described.The positive and negative effects were summarized by the the example of W Online Governance forum.Then,it analysed the reasons why the forum is in a dilemma under the real-name policy,such as the limits of IPv4 address,the risk of information disclosure and the cost of abuse of administrative power was decreased.At last,this paper provided three measures,First,the online governance can try to use the electronic identification,upgrade technology for IPv6 and change form of authentication.Second,it can construct a good humanity environment and guarantee the security of the network information.And the netizens'information should be kept secret.Third,the the online governance should balance the value relation between freedom and order,guide public opinion and govern the exercise ofpower to guarantee the interests of netizens and promote the development of Online Governance.
