Young cadres are the backbone of the civil service.How to implement the development strategy of young talents and how to strengthen the training of young cadres have become an important issue for the government departments.In recent years,the tax department has recruited a large number of young cadres,which has become the backbone of tax authorities at all levels.The training of young cadres is related to the construction of the tax authorities and has an important impact on the development of taxation.This paper studies the training of young cadres in Dalian Tax Bureau,in order to promote the work of training young cadres in Dalian Tax Bureau,and to explore the general law of training young cadres in tax system to a certain extent.In terms of content,this paper is divided into six parts:The first part is an introduction,which introduces the background,significance,content and methods of the research,and combs and summarizes the research status in related fields at home and abroad.The second part is the definition of the main concepts and theoretical basis,which defines and analyses the core concepts and related theories involved in this study,and provides the theoretical basis for the full text.The third part is the analysis of the current situation of the training of young cadres in Dalian Tax Bureau,introducing the basic situation and training measures of young cadres in Dalian Tax Bureau,and analyzing the existing problems.Youth cadres account for a large proportion.In order to do a good job in training,Dalian tax system has adopted a series of measures,such as appointing posts and responsibilities,offering special courses,implementing tutor plan,establishing professional talent pool,and carrying out assessment and evaluation.At the same time,there are still some difficulties,such as inadequate training,lack of job distribution,lack of assessment and practice,which restrict the further development of the training of young cadres in this bureau.The fourth part is the experience and Enlightenment of the training of young cadres in tax bureaus in other regions of China.It introduces the training experience of young cadres in Qingdao,Ningbo,Xiamen and Shenzhen,which are listed separately in the four plans,and gets the enlightenment beneficial to the development of youth training in Dalian Tax Bureau,namely,improving the training system,making efficient use of talents,establishing and perfecting the assessment mechanism,and promoting cadre exchange.The fifth part is the countermeasures and suggestions to improve the training of young cadres in Dalian Tax Bureau.Based on the actual situation of Dalian Tax Bureau and the existing problems,and drawing on the experience of other domestic plans,the paper puts forward the countermeasures and suggestions to improve the training of young cadres in Dalian Tax Bureau.It is suggested that the training of young cadres in the bureau should be continuously improved through scientific education and training,scientific and practical young cadres,improvement of assessment and evaluation mechanism,and establishment and improvement of exercise practice mechanism.The last part is the conclusion and outlook,summarizing the full text,and discussing the research direction of the next part.
