Research On Coordination Mechanism And Evaluation Of Population Urbanization And Basic Public Services In Aksu Region

With the deepening of reform and opening up,China's economy and science and technology have made great progress.At the same time,China's new urbanization process is making steady progress.At the beginning of 2018,the urbanization rate reached a new high of 58%.More and more scholars begin to pay attention to the improvement of the quality of urbanization and the level of basic public services.During the 13 th five-year plan period,the national development and reform commission(NDRC)has clearly called for promoting the building of a moderately prosperous society in an all-round way,paying attention to the fairness of opportunities,and ensuring the basic livelihood of the people.The core of promoting new-type urbanization lies in population urbanization.The healthy development of population urbanization can greatly improve the quality of urbanization.In the process of rural population transferring to cities,new urban residents have more and more strong demand for local excellent basic public services.However,the current basic public services are difficult to be equalized and improved.It was clearly stated in the report to the 19 th CPC national congress;We will improve the system of basic public services to meet the growing needs of the people for a better life.The level of basic public services is related to the construction quality of a well-off society.To accurately grasp the relationship between population urbanization and basic public services and realize the coordination between them can escort the rapid development of new urbanization and have important guiding significance for the development direction of new urbanization.Nowadays in our country is in the comprehensive construction well-off society under new the crucial stage of urbanization,urbanization will be the population urbanization,basic public services both direct effect and influence of coordinated development degree,and the coordinated development degree will also affect the urbanization level and people's life quality and finally about the overall situation of China's economic development and social harmony and stability.Based on statistical yearbook of aksu area from 2013 to 2017 and various statistical reports,select eight counties of aksu area as object of analysis and discussion,a city by way of literature review,the basic public services in the aksu region is quantitative analysis,population urbanization,urbanization and population,index system of basic public services building,tightly grasp the relationship between,the coupling coordination degree model,the relative development model is introduced into the research and analysis of population urbanization in aksu region from 2013 to 2017 and carried out to investigate the relationship between basic public service.The results show that the supply capacity of basic public services in Aksu from 2013 to 2017 is insufficient,which does not match the urbanization level of the population.There is a large gap between the basic public service level and the local economic development level.The mean value of the coupling coordination degree between population urbanization and basic public services in counties and cities fluctuates slightly around 0.44,indicating that,on the whole,the type of coupling coordination degree is in marginal coordination,and there is still a great space for population urbanization and basic public services to develop.Based on the analysis of the results,this paper argues that the municipal and county governments should,according to the actual situation and local conditions,vigorously develop the characteristic economy,increase the investment in basic public services,transform the government functions,and guide the private capital to participate in the construction of the basic public service system.At the same time,wewill promote the healthy development of population urbanization,expand the coverage of basic public services,and focus on improving the quality of basic public services of public concern,such as basic education,medical and health care,social security,and cultural services,so as to increase people's sense of gain and sense of well-being and meet their growing needs for a better life.
