Study On The Mediation Of Urban Community In Tianqiao District Of Jinan City

With the rapid development of society,great changes have taken place in the social structure.Social conflicts have become increasingly acute,and various types of disputes have become more frequent.The number of cases filed by the courts has been increasing year by year,resulting in the phenomenon of "litigation explosion".Based on this social reality,mediation,as a way of resolving disputes with the Oriental wisdom and profound mass foundation,has attracted more and more attention.The urban community mediation studied in this paper is formed with the development of urban communities in China and belongs to the category of people's mediation.It is called the "first line of defense" to realize social justice because of its social function of strengthening community governance,strengthening community construction and maintaining community stability.This paper takes Tianqiao District of Jinan as an example,through field visits to 8 representative urban communities in Tianqiao District,focusing on 3 types of typical practices,using the interview method to conduct an empirical study on the current situation of mediation in Tianqiao District of Jinan City,and summarizing the mediation measures and effectiveness of urban communities in Tianqiao District.Through the analysis of the current situation to find the existing problems,there are low professional level of mediation team,complex and diverse community conflicts and disputes,low efficiency of community mediation,and insufficient force of community mediation results.In-depth analysis of the reasons behind the problems can be summarized as the insufficient guarantee of mediation funds,the problems left over by history and the number of difficult groups,the difficulty of forming joint forces in the division of departments,and the imperfect guarantee of laws and regulations.Based on the experience of advanced areas,it is proposed that further optimization should be made in the aspects of enhancing the professionalism of mediation team,strengthening the moral construction and legal publicity of community,improving the efficiency of community mediation operation,and enhancing the legal and administrative guarantee of community mediation,so as to provide constructive suggestions for the improvement of urban community mediation level in Tianqiao District.On the one hand,urban community mediation should maintain the mass and autonomy of people's mediation,on the other hand,it should attract professional forces to join,and improve the working system of multiple participation,coordination and linkage of disputes,so as to make more important contributions to the improvement of grass-roots governance capacity and the long-term stability of the country.
