Analysis Of The Role Of The Villager Councils During The Process Of The Villagers Self-governance

Affected by the factors such as China’s long-term stable and rapid economic and social development and the accelerating urbanization development process,a large number of surplus labors have appeared in rural areas.These surplus laborers have migrated into the cities as migrant workers and have traveled between cities and villages year by year.The contact and exchanges between rural society and the outside world are more frequent and extensive than ever before.The rural society has changed from a relatively closed space in the past to a concrete and highly mobile society,and the relatively stable rural social structure has also been impacted.In addition,the uneven development between urban and rural areas has made the gap between urban and rural areas more obvious,and the ideological values of villagers have changed dramatically.These have brought huge challenges to rural grassroots social governance,and there is an urgent need to improve the governance capacity of rural society through innovative mechanisms.Against this background,village councils emerged as the times require.This article takes the Wangjia Villager Council as an example,analyzes the development of the Council and the dilemmas faced in the development,summarizes the reasons for the Village Council and its role during the process of the villager’s self-governance,and proposes some reasonable suggestions to improve the role of the village council.This article believes that the role of the village council as an emerging mass self-government organization in villager self-government should be viewed rationally.The relationship between the village council and other self-government organizations should be straightened out,and the functions of the villager council should be continuously improved in social practice to promote village autonomy.The development of the villager self-governance in rural areas will enhance grassroots social governance capabilities and improve the social governance system.
