Study On The Standardization Of The Election Process Of Village Committee Renewal

In the new era,General Secretary Xi Jinping put forward the "rural revitalization plan",pointing out that the problems of rural agriculture and farmers are fundamental to the national economy and people's livelihood.The election of the new villagers' committee has become a significant part of the villagers' autonomy.It is not only the requirements of The Times for the 40 th anniversary of reform and opening up,but also the urgent need to strengthen the party's overall leadership,and it is the key to complete the building of a moderately prosperous society in all respects.The villagers committee is very important in the process of villagers' autonomy,and it is an important grass-roots organization to realize villagers' autonomy.Based on the actual situation of 14 towns and villages in Baofeng county,Henan province,this paper observed the whole process of the election process of dozens of typical village committees in Baofeng county through field research,and focused on the key points such as the election committee selection,the nomination of candidates,the holding of the villagers' assembly vote.The results show that the ninth rural village in henan province at the time of transition,transition at the level of work orderly,county,town and village level 3 departments are to work very seriously,not only carry out to strengthen the overall leadership of the party,and in the election process,personnel mechanism and working mechanism of innovation and optimization has made significant achievements.Around it is worth noting that in adherence to the province between transition on the basis of the basic law and the village committee of transition,democratization,institutionalization of stylized three still exist certain differences in the process,affect the unity of the transition process and specification,concrete embodiment in the transition time is not science,villagers' role cognition fuzzy,administrative practice deviated from policy designed,in the process of transition county implied conflict organization department and the Ministry of Civil Affairs and other realistic problems.Therefore,in order to further promote the standardization level of the election of village committees in the new era,we should improve the rural governance system combining autonomy,rule of law and rule of virtue.To optimize the electoral system with the "rule of law and order" as the bottom line;Take "moral governance spirit" as the red line,standardize the behavior of villagers.So as toprovide impetus for the standardized development of villagers' autonomy.
