Residential community is the most important place for residents to live and live,and an indispensable place and public space for daily life,family cultivation and home construction.With the improvement of residents’ living standard,the pursuit of the quality of life in the community also increases,which puts forward higher requirements on the management ability of the community governance subject.However,it is a common phenomenon that there are obvious differences in governance effectiveness in urban communities,even among different communities managed by the same street office.In the context of the government’s gradual withdrawal from community management and the return of community power to residents’ autonomous organizations,the difference in community governance level is mainly affected by the management ability of the owners’ committee.According to the original intention of the system,the owners’ committee as the residents’ autonomous organization should be separated from the government to realize the owners’ autonomy.However,in reality,the owners committee is still supported and restricted by the government system,and institutional factors still affect the development of the owners committee.On the one hand,this influence can be realized through the law granting neighborhood committees,street offices and real estate management units the right to supervise and guide the owners’ committees.On the other hand,the owners committee to solve the problems in the community to strengthen the community mass mobilization ability,the initiative to accept the system management.This system not only realizes the government’s control over the community,but also satisfies the interest demands of the development of the owners’ committee,improves the management ability of the industry committee,and also has an impact on the level of community governance.In order to explore the influence mechanism of institutionalization on the level of community governance,this paper,on the basis of institutional theory,improves the institutional framework by sorting out regulatory factors,normative factors,and culture-cognitive factors,including legitimacy,resource regulation,personnel control and governance concepts.Through the use of the four institutionalized factors,the owner committee achieves the approach to the system and wins the support of the system.Taking infrastructure construction,public security management,environmental sanitation management and vehiclemanagement as the indicators of environmental governance in the community,four communities with different governance levels were selected,including good,good,poor and poor governance levels.In the selection of cases,two communities A and B within the original system and two communities C and D outside the system were selected to prove that institutionalization is not A static influencing factor,but A dynamic influencing force in continuous reproduction.By comparing the differences in the utilization of institutionalized factors in the four communities,it is found that even if there are abundant resources within the system,if you are not good at using them and draw close to them,the governance effect will be worse.On the contrary,even if the original resources are scarce,if active use,the governance effect will be better.The influence mechanism of institutionalization on the level of community governance is summarized,that is,if the community can actively cooperate with and utilize the system resources,the level of governance will be high;And vice versa.Institutionalized support is conducive to the development of owners’ committees and plays an obvious role in the effectiveness of urban community governance.However,in the process of using institutionalized factors to improve the effectiveness of urban community governance,owners’ committees still face problems such as difficulty in ensuring autonomy and direct government intervention in the development of industry committees.Therefore,in order to realize the sustainable development of urban communities,we should weaken the influence of the system,improve the community autonomy,increase the participation of owners,strengthen the professional construction of owners’ committees,introduce multiple social forces,improve the supervision and restriction mechanism,and improve the relevant laws and regulations of owners’ committees.
