Study On The Construction Of Community Rule Of Law Under The Perspective Of The Modernization Of State Governance

One of the key links in optimizing social governance and advancing the modernization of state governance is to gradually realize the rule of law in social governance.If the rule of law in social governance cannot be realized,it is impossible to achieve the ultimate goal of modernization of state governance.As the most basic component of social development,the focus of social governance is community governance.In the process of community governance,community rule of law construction as a systematic project requires the use of the rule of law to ensure community building.However,from the current legal system in China,there is no detailed regulation on community governance.The lack of legal norms makes it difficult for community governance to proceed in an orderly manner within the rule of law.Therefore,it is necessary to further study and improve the problems existing in the process of community rule of law construction.This article is discussed in three parts.The first part is the first chapter and the second chapter.The first chapter is the introduction.The second chapter is the theoretical explanation part.It analyzes the related concepts of community,state governance modernization and community rule of law construction,explains the theoretical basis and legal basis of community rule of law construction,and at the same time,between the modernization of state governance and the construction of community rule of law.The inner logical relationship is demonstrated.The second part is the third chapter,which analyzes the dilemma of the rule of law in community governance in China from the four dimensions of community governance concept,community governance system,community governance system and community go'vernance ability.For example,the concept of community rule of law has not yet been established,and community legal norms The system has not yet been established,the legal status of the subject of community governance is not clear,and the ability and level of community rule of law services are not high.The third part is the fourth chapter.According to the above problems,the corresponding countermeasures are proposed from these four dimensions,in order to improve the promotion path of community rule of law construction.This includes establishing a community governance concept by strengthening the awareness of community residents' participation in the rule of law and innovating the community's rule of law propaganda and education;improving the community governance system by updating the community hard law system and focusing on improving the community soft law system;by clarifying the relationship between community governance subjects To clarify the government's guiding relationship and establish a sound community autonomy to optimize the community governance system;strengthen the construction of the community professional rule of law service team,increase the financial input of the community rule of law construction,and establish a multi-channel investment mechanism to enhance community governance capabilities.
