The Effect Of Officials’Middle Level Work Experience On The Quality Of Economic Growth

The economic base determines the superstructure,and the superstructure also reacts to the economic base.Since the reform and opening up,China’s cadre and personnel system provides talent support and intellectual guarantee for the healthy development of China’s economy.The study of the relationship between local officials and economic quality is an important topic in the study of contemporary Chinese history.In recent years,More and more economic literatures focus on local officials(including individual characteristics such as tenure and origin,educational background,etc.)and the speed of economic growth.It seldom involves economic quality.There is no uniform standard for the measurement of economic quality in the existing literature.And the measurement of economic quality seldom involves the data before 2000.It makes the research progress of economic quality slow.The first task of this paper is to establish an economic quality measurement system.Collecting basic data on economic quality from 1990 to 2015 in 31 provinces of the Mainland,Principal Component Analysis(PCA)is used to synthesize various sub-indices(including economic growth,innovation-driven,resource allocation,infrastructure,ecological civilization,etc.).Then,the five sub-indicators are synthesized into a comprehensive index-economic quality index by using principal component analysis method,and each sub-index and economic quality index are analyzed.In addition,In the existing literature,the relationship between the personal characteristics of local officials and economic growth is analyzed.The impact of middle-level work experience of local officials on economic quality is not involved.However,the middle-level working years of local officials have a greater impact on the quality of economic growth.Vice-governor’s middle-level work experience plays a role of connecting the past and the future.It is not only the specific executor of provincial decision-making,but also the manager of grass-roots level.It is a bridge and link between provincial level and grass-roots level.Therefore,it is necessary to study the relationship between vice-governor’s middle-level work experience and economic quality.This paper collects the middle-level working years,origin,location of the first job,age,term of office within the jurisdiction,and years of serving as vice-governor of the Vice-governor from 1990 to 2015.Establish dynamic panel data matching economic quality index and official characteristics.The influence of vice governor’s middle-level work experience on the economic quality index was studied by using the system method,and the relevant robustness test was carried out.This paper constructs the measurement system of economic quality index,and obtains the economic quality index since 1990 through the principal component analysis method,which has important theoretical and practical significance for the study of contemporary economic history.On the other hand,through the empirical analysis of the influence of vice-governor’s middle-level work experience and economic quality index,this paper makes an empirical analysis of the significant impact of vice-governor’s middle-level work life on economic quality index.Provide empirical evidence for the appointment arrangement and policy formulation of state officials.
