Research On Credibility Of W Public Security Subbureau Of S City

At present,China is in a critical period of economy transition and social transformation.Law-enforcing environment of public security organ undergoes complex and profound changes which is filled with contradiction,where emergency happen occasionally.In recent years,Guizhou Wenan Event,Shanghai traffic police event and Beijing Lei Yang event bring great challenges and pressure to the law enforcement for the police.The problems arising in law enforcement by the public security raise wide concern.Especially for those agitated by network media,law enforcement problems are enlarged infinitely,even triggering social contradictions.With "power for people,sentiment for people and benefit for people" as their own duty,the public security organs become an object where the public vent their resentment and assault with public opinion violence.This fully reflects poor credibility of the law enforcement by the public security.Public security organs and their agencies at level one in districts and counties serve as the law-enforcing department which is closest,extensive and profound to the public,having self-evident significance.On the one hand,their Iaw enforcement credibility not only represents the satisfaction and credibility of public to primary-level law enforcement agencies.On the other hand,it stands for the expected advance degree of the daily law enforcement by the basic-level police station and the completion difficulty index.With document research,questionnaire survey and case interview,the paper analyzed and summarized the problems and reasons for law enforcement credibility of W public security subbureau of S city.Moreover,the author attempted proposing the measures to solve the problems.The efforts aim to provide reference to improve the credibility of w public security subbureau of S city.The author first summarized and sorted out the definition,components,influence factors,improvement significance,upgrade strategy and relevant theoretical basis of law enforcement credibility of basic-level public security agency.The paper expounded the theoretical significance and practical significance of the research.The author referred to the challenges the credibility of public security organs face,suggestions and countermeasures proposed by Song Chunhong and Jiang Hai.On this basis,the questionnaire of credibility of W public security subbureau of S city was designed from perspective of law-executors,law enforcement process,law enforcement results and external factors.Through SPSS23.0 and EXCEL2010 analysis and survey data,the essay revealed the problems arising in law enforcement credibility by the subbureau:low recognition degree of the public to the law enforcement subject;discrepancy of some law enforcement results with the public expectation;doubt of the public to if the people’s police can enforce the law in accordance with laws and regulations and receive the supervision;poor interaction between police and public.Secondly,starting with the four above aspects,the author conducted an in-depth analysis and summarized three reasons.Firstly,in terms of law enforcement subject,the main reason is police construction with ideology and politics,law enforcement actual training and cultivation of high quality auxiliary police officers not in place.This leads to poor quality of the subject of law enforcement;secondly,in terms of law enforcement process,the major cause is:not comprehensive implementation of the law enforcement concept;not realization of strengthening and perfecting the law enforcement;failure in comprehensively disclosing and supervising the law enforcement;not strict law enforcement assessment and responsibility investigation.All of these lead to discipline violation and doubt from the public;thirdly,in terms of other factors,the reasons include too many non-police activities,malevolent hype of individual medium,low cost iin offending the police,poor extermal propaganda.These cause strained primary-level public relations between police and the people,coupled with latent crisis.Fourthly,based on data and problems,the paper proposed relevant suggestions of law enforcement credibility of W public security subbureau of S city.① In terms of law enforcement subject,they should strengthen their business training,change their ideology and have strict supervision of the auxiliary police officer team;② In terms of Iaw enforcement results,the law enforcement subject should give consideration to legal principle and reason,strictly control the discretion space and rigidly dispose the illegal actions such as attacking police;③ In terms of law enforcement process,they should standardize law enforcement process,perfect decision-making system and reinforce the internal and external supervision;④ In terms of external factors,they should strengthen legislation,perfect safeguard,highlight the main business of "cracking down and precaution",and intensity the positive propaganda of the public security.Finally,the author retrospected the above contents,and summarized the whole article and proposed the conclusion.
