| Public security organ is government agency which is responsible for public security maintenance and service in China, entrusted with two major responsibilities of the administrative law enforcement and criminal justice, and responsible for the consolidation of the Communist Party of the ruling position, safeguard national long-term stability, safeguard people’s living in peace and enjoying their work, servicing economic and social development, maintaining social stable order that is the major political and social responsibility. As government department, public security organ is on behalf of the government’s image. The public credibility of enforcing the law of public security organ is reflected in the public confidence and trust of public security organ, a reflection of the implementation and obedience, which embodies the public faith of the confidence and legal authority in the law. Public credibility of enforcing the law means that public security organ set up a social and public credit in the process of administrative enforcement through the impartial exercise of statutory powers, and criminal justice and the public generally to trusts and psychological sense of identity when public security organ and police use of public power for law enforcement activities and the results. The presence or absence and strength of this trust forces, can promote or anti-promote work of public security organ, and at the same time it impacts the popular support to the economic and social development and the Chinese Communist Party’s ruling foundation in deeper level. Compared with other government departments, public security organ often face to foundation of contradictions in their daily work, and will fulfill the duties of the prohibition, penalties and ban, so public security organ is inevitably pushed placed the cusp of dealing with contradictions and social relations of the public, and is shown great attention by the public continuously. With the transformation of government functions and continuous push forward of social transformation work, law enforcement credibility which looks strong has been seriously challenged, the weakening and lack of credibility of enforcing the law has been gradually apparent, and especially in recent years across the country involving frequent occurrence of the police adverse events led to the credibility crisis of confidence in the generation of enforcing the law. For now, the evaluation of the broad masses for the construction status of public credibility of enforcing the law with that of other government departments in line, that is, overall satisfaction and that they have a certain credibility. China is currently in a critical period of social transition, special privilege’ mentality, unjust law enforcement behavior of public security organ and police officers, over-commitment and" service, lack of clarity of public power and generalization of non-police activities, comprehensive law enforcement the low quality of the Public Security Police Association, disorderly management and improper use and other factors are the main reasons for decline of the credibility of the public security organ of enforcing the law. Through researching of the concept, characteristics and current status of public credibility of enforcing the law, the factor of three from the concept, behavior, and systems that most affect the credibility of enforcing the law to start to meet the new demands of the public service, construction, public security organs for ideas, combined with new public management theory and crisis management, six aspects of China’s public security organ’s credibility-building of enforcing the law such as strengthening law enforcement capacity-building of the public security police, clear law enforcement and policing process reengineering, standardize handling procedures, and improve law enforcement supervision system, the strict control of the Police Association team, have been in-depth analyszd and discussed. |
