Countermeasures For Solving Traffic Congestion In Beijing

Since the beginning of the 21st century,China economy has been growing rapidly,the process of urbanization and industrialization has been speeded up,and the demand for urban transportation has been increasing.Traffic congestion in Beijing has caused serious problems for residents to travel.With the implementation of a series of traffic congestion control policies in the past two years,traffic congestion in Beijing has been improved,but in general,due to city positioning,road network planning,Traffic flow two factors such as the impact of traffic congestion management task is still arduous.At the same time,traffic congestion has great harm' not only is not conducive to the improvement of the environment,but also affects the travel of citizens,resulting in certain economic losses.Therefore,taking Beijing as an example,combining the theory of public governance and the theory of government regulation,this paper analyzes the performance and causes of traffic congestion in Beijing,and emphasizes the important role of public policy in the management of traffic congestion.This paper adopts the literature research method,the case study method,the system research method,first,unifies the literature data to clarify the core concept in this article,the traffic jam,the city traffic management,and based on the theory of public governance and government regulation,the train of thought of traffic congestion problem is clarified.Secondly,based on the collection of receipt data,this paper analyzes the current practices,achievements,situation and problems of traffic congestion control in Beijing,and analyzes the causes of traffic congestion management problems in Beijing by systematic analysis.Thirdly,this paper selects the practices and experiences of domestic and foreign cities to control traffic congestion,and draws its enlightenment to traffic congestion management in Beijing.Finally,based on the above analysis and the traffic situation in Beijing,the countermeasures to improve the traffic environment are put forward.Clear governance of the main responsibilities,optimize the allocation of governance resources,the implementation of effective governance methods.In recent years,in order to relieve the pressure of traffic congestion and reduce its negative impact,Beijing has continuously strengthened the construction of traffic infrastructure,improved static traffic management,and innovated the governance mode of"Internet traffic”with the help of Internet technology.Through the implementation of a series of measures,the degree of traffic congestion in Beijing has not further expanded,and has achieved certain results in traffic congestion management.But at the same time,we should also see that Beijing is the political and cultural center of our country,is a world-class big city,the economy develops rapidly.At the same time as the economy,the number of people and the number of motor vehicles in Beijing are also developing.As a result of the rapid increase in these factors,the traffic congestion in Beijing is still facing a serious situation.Generally speaking,The main problems of traffic congestion in Beijing are as follows:wide distribution of traffic congestion,long duration of traffic congestion,and many factors affecting traffic congestion.The increasingly prominent causes of traffic congestion in Beijing are closely related to the unreasonable layout of urban planning,the increase of car ownership,the population,the peak of the morning and evening,the pressure of holidays and the weak awareness of civilized traffic.From the experience of controlling traffic congestion in domestic cities,it can be seen that the management of traffic congestion in Beijing should first proceed from the overall planning,and at the same time continue to push forward the public transport first strategy and increase the restriction on private car travel.From the perspective of public governance,we should scientifically locate the main body of traffic governance,strengthen the planning and design of traffic management,change the role of the government in the management of traffic congestion,and enhance the service consciousness of the government.Rational allocation of public transport resources,optimization of urban road space layout,enrich other types of public transport;Further improve traffic demand management,appropriately increase private car travel costs,and at the same time,with cultural publicity,guide people to establish green travel concept and civilized traffic awareness;Improve the level of traffic information,give play to the role of information technology such as the Internet in traffic congestion management,build an intelligent traffic governance system.
