Research On The Environmetal Emergency Management Of Foshan City

With the policy of reform and opening up,the rapid development of industrialization in recent years has brought regional high-speed economic growth to the coastal areas such as the Pearl River Delta and other cities.But the huge industrial volume also brings as much as environmental risks to these area.Due to defects in the legal system,social awareness,and working mechanisms,the environmental emergency management of local governments,including Foshan City,still faces various challenges and difficulties.This paper studies the relevant literatures in the fields of crisis management and environmental emergency management at home and abroad,and defines the definition and system content of environmental emergency management.The article takes Foshan City as the target,and conducts special research through literature research method,case study method,questionnaire survey method,comparative research method,etc.,and introduces the current environmental risk characteristics and management status of Foshan City's environmental emergency management work.In recent years,Foshan City has continuously improved and optimized in regional environmental emergency management,adopted a number of policy measures,and achieved certain results.In addition,government departments in Foshan even have problems and deficiencies in terms of ideology,management system,operational mechanism and emergency management resources.Combining with domestic and foreign advanced cases and experience,this paper starts to discusses how to improve environmental emergency management of Foshan based on four stages: organizational system,working mechanism,legal system and emergency plan.At the end,the paper puts forward some suggestions,including: improving the organizational structure,strengthening the legal system,paying attention to the effectiveness of the working mechanism,and improving the implementation level of the emergency plan.These analysis results can help the government of Foshan City to improve the level of environmental emergency management,and provide reference for other similar cities.
