Nowadays,the Five Principles of Peaceful Coexistence(FPPC)—born in the 1950s—have been in a new era.Internationally,the strong momentum of anti-globalization in Europe and the United States,the serious threat from the extreme terrorism in the Middle East,and rapid progress of international legislation in the non-traditional security fields such as environmental protection,networks and polar governance,all have built up a much more different circumstance than past 20 years.Domestically,after 40 years of reform and opening up,China has grown up with stronger economic,political and military strengths.Going into the New Era,China participates in international affairs with a firm and open attitude.The increased instability of the international society has brought shocks to the international law.Chinese active participation in global governance requires the support of an open and flexible mind to the international law.As a result,the new development of the FPPC is necessary and important.The FPPC ought to be developed in its connotation and application.In connotation,mutual respect for the principle of territorial sovereignty and the principle of non-aggression two principles not only safeguard the independence and integrity of the country's sovereignty,but also guarantee the common security of the region.There is a deep internal relationship between "internal affairs" and "interference" in the principle of noninterference in internal affairs.It is necessary to take the national conditions into account,so as to judge whether the actions of other countries or the international community are "interference",prohibited by international law with a dialectical mind.The principle of peaceful coexistence is about to cover the contents of Consultation,Contribution and Shared Benefits.The principle of equality and mutual benefit may draw on the principle of "Common but Differentiated".Combining the new developments of the FPPC,we explore their guiding role in dealing with the three major issues when the five principles are being applied as a whole.In the international governance of the Arctic region,the Antarctic region and cyberspace,the new developments take the role of geography,technology and economy into consideration,but emphasize the equal right of all countries to participate,cooperate and develop.Meanwhile,they encourage developing countries to take more part in international practice,which will provide experience and ideas for the legislation.In response to the threat posed by extreme terrorism,the new developments require the major powers to stop the war,emphasizing good governance within the Middle East and the important complementary role of regional international organizations and emerging countries in joint governance.Getting through the dilemma of regional common development,new developments emphasize the coordination of interests between the nation and region.All countries should overcome the influence of domestic populism and strive to pursue fair and reasonable regional institutional arrangements.To achieve new development,emerging countries need to take the first step of learning and cooperation actively,cultivate more flexible and open international legal thinking as well.As the largest developing country,China,while taking on more international responsibilities and obligations than before,must also express his position on international law represented by the FPPC.With the applications of the developments of the FPPC,actively responds to the doubts of the international community,builds consensus and narrows differences,in order to win more support for a successful common governance.At the same time,through the new developments of the FPPC,China will play a more important role in shaping the modern international law than ever before.
