| There are various forms of social security in our country,which overlap and complement each other to form a complete social security system.Rural subsistence allowances,that is,the minimum living security system for rural residents,have played an important role in the rural social security system.It helps poor families in rural areas to maintain their basic lives,and it’s the "last safety net" of social security.After more than ten years of practice and improvement,rural subsistence allowances have played a role in ensuring social stability,justice and fairness.However,at present,the public’s satisfaction with the subsistence allowances policy is not high,and the operating mechanism of the system is still not perfect.The management goal of "all guarantees should be guaranteed and all retirements should be made" has not been fully realized.Whether we can do a good job in the dynamic management of rural subsistence allowances is an important link to solve these problems.Through the research on the dynamic management of rural residents,it is helpful to find out the main problems currently existing,suit the remedy to the case,apply the policy accurately,promote the development of dynamic management,and help X County of Xuzhou City to shake off poverty.This paper takes the identification,follow-up management and withdrawal guarantee of rural subsistence allowances as the main research contents,and uses the methods of literature research,investigation and case study,etc.to make on-the-spot visits to the frontline of subsistence allowances work in X County of Xuzhou City,collect relevant data,interview the staff of relevant local functional departments and some rural subsistence allowances,and fully understand the current situation of dynamic management and operation of rural subsistence allowances.Through analysis of typical cases and comparison of relevant data,it is pointed out that the current problems of dynamic management of rural subsistence allowances are mainly manifested in inaccurate identification of subsistence allowances,inadequate follow-up management,ineffective implementation of surrender,deviation of management objectives,and many violations of laws and regulations.The reasons for this are as follows: first is the relatively complicated rural situation and the difficulty of household income accounting.Moreover,the implementation of the minimum living security system deviates from the "bottom-up" orientation and the policy propaganda is not in place.However,the most important problem is the problem of management personnel,which is reflected in the incomplete establishment of the basic minimum living security management team,shortage of staff and professionals,mostly part-time personnel,weak professional ability and low working enthusiasm.Based on the actual work and from the standpoint of county and town civil affairs departments,the author puts forward feasible improvement measures,including purchasing professional social services to carry out household survey,using big data platform to verify the situation of low-income families,enriching policy publicity methods,improving publicity quality,including performance evaluation,improving supervision and management,and increasing efforts to control violations of laws and regulations in the low-income areas.In addition,referring to foreign social work management experience,the introduction of social worker system and the practice of village-level civil affairs assistants in the human society system,this paper attempts to introduce village-level civil affairs assistants to help grass-roots civil affairs teams achieve high-quality development. |
