Study On Influencing Factors Of Online Government Service Capability Of Provincial Governments

In the information age,the online public services provided by provincial governments are essential to improve the ability of national governance.However,in reality,the online government service capabilities of provincial governments differ significantly,and the overall level of service can not meet the needs of social development.Based on the theory of adaptive governance,which is highly valued and has strong explanatory power,this paper considers that the environments are important factors affecting the ability of provincial governments to provide online government services.Specifically,from the political environment,economic environment,technological environment,human environment and other aspects,it is assumed that the number of months of the establishment of the national new region,the tertiary industry ratio,Internet penetration rate,the ratio of public officials and other factors affect the provincial government's online government service capabilities.Based on the relevant data of 31 provinces(autonomous regions and municipalities)in mainland China,this study examines a series of hypotheses in an empirical way.Finally,it is found that the ratio of tertiary industry,the ratio of public officials,the Internet penetration rate and the relative salary level of public officials have significant effects on the online government service ability of provincial governments.Among them,the Internet penetration rate has a negative correlation with the online government service ability,while the number of months since the establishment of the national new region,the level of network infrastructure and the level of financial support have no significant effect for the online government service ability.In this regard,this paper combines the theory of adaptive governance to analyze the reasons,and puts forward suggestions to support the development of new national districts in an all-round way,optimize the industrial structure,moderately control the size of public officials,improve the ability of citizens to use government affairs online,and properly improve the treatment of staff,and expounds the shortcomings of the study and the possibility of further research.
