Research On The Licensing System Of Commercial Space Launch Activities

With the development of the times,the separation of outer space forces has also changed.The United States and Russia are no longer the only masters in space,and more and more countries have entered this field.Not just the state,a large number of private entities are also more involved in space activities with the rise of commercial space.The active participation of private entities and the rise of commercial space have pushed our space field to a new era,but it also brings about some problems which can not be ignored.The licensing system for commercial space launch activities is a more important and critical part of regulating the participation of private entities in such space launch activities.Through the establishment and implementation of various standards,the space activities undertaken by private entities are reviewed,maintain the fairness and justice of the entire space launch activity.However,as far as the current outer space legal system is concerned,many of the new legal and policy issues involved in solving space launch activities are somewhat outdated and are not enough to solve a series of problems that are going to happen now and in the future.From the perspective of international law,the main body is a national or international organization rather than a private entity.Therefore,international space law has less regulation of the licensing system.Judging from the domestic laws of various countries,many countries have established national space law,and more or less have involved the licensing system for commercial space launch activities.However,by comparing and studying the licensing system for commercial space activities developed by various countries,it is found that there are still many problems.China does not currently have the special licensing system for commercial space launch activities.The existing licensing system for space launch activities also has problems such as single license and lagging behind the times.Therefore,it is necessary and practical to establish and improve China's licensing system for commercial space launch activities.By establishing a good legal environment to increase the opportunities for private entities to carry out activities from their own territory,and to increase the momentum for the future development of the aerospace industry.Therefore,the purpose of this paper is to carefully study the various regulations on commercial space launch activities in international law,compare the domestic legislation of the licensing system of several representative aerospace nations,and combine the various problems that have emerged and may arise in the future.Thinking how to establish and improve the licensing system for commercial space launch activities in China and promote the progress of China's space law.
