| Group of village cadres is one of the most grass-roots cadres,and they are the key role of implementing the policy of the party and the government.They are the organizers and participants of the grass-root activities of the organizers and participants,who can help the government to promote economic and social development,to be regarded as an engine to protect the rights of villagers and provide the power of village development.At present,the main responsibility is to lead the party member cadres,to speed up the development,to realize the goal of the village to become rich and strong.With the development of economy and society,we are facing a profound transformation.Many reform measures need to be implemented by grassroots cadres.Village cadres are playing an increasingly important role in the national political system.The overall environment for rural development is very good.All kinds of policy resources and elements are tilting to the grassroots level,with unprecedented strength and rare opportunities.However,there are all kinds of problems,such as corruption existed to varying degrees,the village cadres objective consciousness,with rich ability is not strong and so on.These phenomenon are due to lack of an effective incentive mechanism.Therefore,how to build a set of scientific and effective incentive mechanism of village cadres has important theoretical significance and practical significance.On the one hand,it can arouse their working enthusiasm and creativity,on the other hand,it can play a role constraints,supervise and urge,to ensure that the party and the country’s policies can be effectively implemented.By studying relevant theories of village cadres and incentives,the understanding of village cadres and incentives will be deepened,which will lay a foundation for in-depth discussion on establishing a scientific and effective incentive system.Taking Wencheng County as example,through methods such as in-depth interviews,questionnaire survey,data access,combined with the working practice and related data analysis,this paper analyzes and summarizes the situation of incentive mechanism of village cadres,through studying on the compensation mechanism,reputation mechanism,promotion mechanism,guarantee mechanism,supervision and restriction mechanism.It also elaborates the characteristics and result of the innovation practice of accumulation fund system relating to village cadres,which has positive effect.At present,the current situation of the incentive mechanism for village cadres in Wencheng county is identified,and the reasons behind the problems are analyzed in combination with relevant theories.Finally,relevant policy Suggestions are put forward to improve the incentive mechanism for village cadres in wencheng county from the aspects of perfecting the salary incentive mechanism,perfecting the reputation incentive mechanism,innovating the political incentive mechanism,innovating the guarantee incentive mechanism,and strengthening the supervision and restriction incentive mechanism.Meeting the needs of village cadres with material,spiritual and other aspects can effectively enhance the enthusiasm of village cadres,creativity and initiative,so as to improve the effectiveness of village cadres work. |
