In the report of the Third Plenary Session of the eighteenth Central Committee of the Communist Party of China,it is emphasized that performance assessment is the method and way to improve the management level of the government.That is,"reform and optimize the existing government performance management work,establish a sound performance appraisal system",and effectively achieve "the right and responsibility division and strict performance." To promote the comprehensive governance of the country and promote the development of China's governance system in the direction of modernization and standardization,and finally establish a service-oriented government.The State Administration of Taxation has carried out the work of performance management throughout the country in 2014.Through the formulation and implementation of scientific performance management mechanism,the tax department promotes the service capacity of the tax department for economic construction and social development.In order to improve the needs of government performance management at all levels,the senior leaders of the Tianjin National Tax Bureau attach great importance to performance management and gradually establish a complete performance management system.However,with the development of the society,there are still a lot of areas to be improved in performance management.In this paper,the performance management system of STC National Tax Bureau,that is,the assessment system is the research object,is compared in the past to implement the performance management and the actual needs of the future work,to determine the current development problems and find the reasons for the problems,and to find the problems.From the overall management angle of the State Tax Bureau,the role of the examination core system to the overall performance management of the National Taxation Bureau is analyzed.And the mechanism,and so on,and puts forward the optimization methods and ways of the tax department performance management evaluation system.Therefore,through the introduction of the enterprise performance management tool "balanced scorecard" in the performance management of the municipal tax department,this paper decomposes the key work and strategic target of the state tax department,and makes it change into a number of simple and feasible assessment indicators,which is based on the six major systems of the construction of tax modernization of the State Administration of taxation.According to the principle of "balance integral card",the performance management evaluation system is optimized to provide a theoretical basis and reference for the construction of a scientific performance management evaluation system for the state tax system.
