Countries around the world have faced unprecedented challenges in terms of economic and social development, urban management and financial operations since the 1970s. Problems range from government financial constraints, inefficiency and overstaffed organizations to even government failure and malfunction. Under this background, "New Public Management Theory" comes into being. With the rise and prevalence of new public management campaigns, countries around the world aspire to improve government performances and strive to explore strategic approaches which can improve the operation efficiency of governmental organizations and public sectors. Influenced by western government performance management campaigns, Chinese government also has been making great effects to explore and make attempts in government performance management and performance assessment since the 1980s. Employment, which is the Basic Thing of people’s livelihood, is a very important part in Government Public Administration. In recent years, with the impact of the world economic recession, the employment situation in China is not stable and it is difficult to improve the quality of employment. The report of 18th CPC Central Committee points out that higher quality employment is indispensable for improving people’s livelihood and strengthening social construction in innovation management. The Third Plenary Session of the 18th CPC Central Committee also points out that employment and entrepreneurship mechanism shall be completed and promoted. The employment security department mentioned in this article can strengthen grassroots employment service platform and create employment service system through continuous development, providing refined employment services for residents under jurisdiction. But from an overall perspective, the area under the jurisdiction of the employment security department is an old town, the aging problem is serious and low-income groups accounts for a higher proportion of the population of the region. Therefore, the extent of the needs of area residents for employment, entrepreneurship and labor skill training is higher than surrounding areas. This has put forward higher requirements for corresponding employment and social security departments. At present, the lack of fair, scientific and reliable assessment methods and standards of employment security department make it very difficult for superior authorities to implement scientific, professional and standardized management on the employment security department and take effective control of its development.To meet these requirements, the author introduces the Balanced Scorecard of enterprise performance management into the performance management system of the employment security department to improve the management efficiency and overall level of work of the employment security department. Balanced Scorecard is an effective tool for performance evaluation. Through the pursuit of achieving organizational vision, it converts organization’s strategic objectives into performance evaluation index system from the four dimensions of "finance, the public, work performance and learning and growth". Combining with the function characteristics of the employment security department, the author establishes a Balanced Scorecard performance measurement system for an employment security department in Qingdao City by utilizing this Balanced Scorecard tool. And indexes and the weight of each of them are also calculated and determined through in-depth interviews, research seminars and questionnaire surveys.The part of innovation of this paper is that a novel approach and philosophy is introduced into the performance management of employment security departments. Meanwhile, it opens up a new field in which the Balanced Scorecard is applied, providing employment sectors with new ways of explorations and attempts on how to better serve the community and people.
