Building a clean government is the political construction goal of the CPC Central Committee in the new period,and it is the inherent requirement of the development of China's socialist market economy,democratic politics and the construction of a harmonious society.Under the guidance of the concept of serving the people,the government performs the functions of public service and social management.Civil servants are the decisive factor in how to implement the government's management and service.As the main driving force for the operation of government agencies,the work attitude and behavior of civil servants directly affect the construction of clean government,and their work efficiency and enthusiasm largely depend on their status and level of motivation.In the new era,the Party and the government have put forward higher requirements for the construction of civil servants.How to make civil servants fundamentally set up the service concept,improve their enthusiasm for work and cultivate them into a high-quality civil servant team has gradually become one of the focuses of attention of academic circles and reform decision makers in recent years.The pillar to solve this problem is to perfect the incentive mechanism of civil servants.This thesis takes civil servants in City Z as the research objects,mainly utilizing such methods as literature reading,questionnaire survey and in-depth interview,further combining with some domestic and foreign literature to review and sort out,and expounds the relevant theories and core concepts such as clean government and civil servants' incentive mechanism.Through reviewing and sorting out the domestic and foreign literatures,this paper expounds the relevant theories and core concepts such as honest government and civil servant incentive mechanism.On this basis,with the help of sampling survey and in-depth interview,we have grasped the current situation of the implementation of the incentive mechanism for civil servants in City Z,and thus put forward the problems existing in the salary,assessment system,promotion system,rewards and punishments system and the like.The critical factors are analyzed from three aspects encompassing: incentive concept,incentive system and supervision guarantee based on these existing problems.Finally,the author sets up a "People-oriented" incentive concept aiming at optimzing the salary structure;In order to improve the work efficiency and quality of civil servants and enhance the image of the government and public credibility,the main measures to improve the incentive mechanism are put forward from the aspects of perfecting the assessment,promotion,rewards and punishments,training system and establishing supervision mechanism.
