Research On Administrative Law Enforcement Of Food Safety Supervision In Shanghang County Under Market Supervision System

The report of the 19 th National Congress of the Communist Party of China put forward the "implementation of food safety strategy to make people feel rest assured" and put food safety,which is closely related to people's lives,in a particularly important position.Do a good job in food safety supervision,let the people eat more reassuring,constantly test the government's ability to govern,and administrative law enforcement plays an important role in food safety supervision.Therefore,in order to solve the food safety problem,we must constantly strengthen and improve the administrative law enforcement of food safety supervision.Under the background of the reform of government institutions,Shanghang County has integrated the County Administration for Industry and Commerce,the County Bureau of Quality and Technical Supervision,and the County Food and Drug Administration to establish the County Market Supervision Administration.Under the new system,how to shoulder the burden of the people Doing a good job in food safety supervision and administrative law enforcement is an urgent problem for the Shanghang County Market Supervision Administration.Based on the entire Shanghang County jurisdiction,this paper takes the food safety supervision and administrative law enforcement situation of 22 townships and towns in the whole county as the whole research object.By consulting relevant literature on food safety supervision,we collected information on administrative enforcement of food safety supervision in the food-related functional unit of the County Market Supervision Bureau,and visited the respondents and distributed questionnaires to the public,production operators,and law enforcement personnel.In combination with the author's food safety administrative law enforcement experience,the author summarizes the current situation of food safety supervision and administrative law enforcement in Shanghang County,finds out the practical problems in the administrative law enforcement of food safety supervision in Shanghang County under the market supervision system,and proposes to optimize the food safetysupervision of Shanghang County.Practical measures and recommendations for administrative enforcement.This article mainly includes six parts: the first part is the introduction,which elaborates the research background and significance,the research methods and technical routes used in the paper,the innovation and deficiencies of the paper;the second part is the literature review and theoretical basis,which collates and summarizes the domestic and foreign literature on food safety supervision,elaborates the relevant concepts and theoretical basis;the third part is the summary of the administrative law enforcement of food safety in Shanghang County,mainly discussing the evolution of the laws and institutions of food safety supervision in China and the work of administrative law enforcement of food safety in Shanghang County;the fourth part is the empirical analysis of administrative law enforcement of food safety supervision in Shanghang County,and the questionnaire collected for different groups is analyzed;the fifth part summarizes the administrative law enforcement issues of food safety supervision in Shanghang County,including the complex regulatory environment,weak regulatory power and regulatory capacity to be improved,difficult coordination of operation,and low public participation;The sixth part is the conclusion and countermeasures.It discusses the basic conclusions of this paper,and puts forward countermeasures and suggestions for further strengthening and improving the administrative law enforcement work of food safety supervision in Shanghang County,first,we should constantly optimize the regulatory environment and consolidate the administrative law enforcement basis of food safety supervision.secondly,we should strengthen our own construction and improve the ability of administrative law enforcement.thirdly,we should build a social regulatory network to to promote food safety and social co-governance.
