| With the technological progress and era development,agricultural professional and technical personnel assessment management research is also constantly deepening and exploring,new research production have been put forward,it has made important contributions to the development of agriculture,rural economy and society.Xiangxi Autonomous Prefecture is the main battleground of regional development and poverty alleviation of Wuling mountain area,and the main battleground of poverty alleviation of Hunan province.Talents are the foundation of accurate poverty alleviation.They are the first resource for the development of rural economy and society.We should vigorously implement the construction of the advantageous agricultural industry,build a green Xiangxi,and strive to realize the first development and take the lead in the poverty alleviation in the Wuling mountain area.We must rely on a contingent of high-quality cadres with innovative ability,especially a team of agricultural professionals with reasonable scale,optimized structure,excellent quality and outstanding contribution.Therefore,this paper wll makes an analysis of the assessment and management of professional and technical personnel in agriculture,forestry and water conservancy departments in Xiangxi Autonomous Prefecture.First,the background of this paper is analyzed,the research results of scholars at home and abroad are displayed,the important results are classified,and then the concepts and theoretical analysis related to the management of professional and technical personnel are classified and summed up.Then the assessment and management of the professional and technical personnel of the agricultural,forestry and water resources departments of Xiangxi Autonomous Prefecture are carried out.The present situation is analyzed in detail,mainly divided into total analysis,structural analysis and management analysis,and on the basis of analyzing the total,age,educational background and title structure,the main problems and causes of the assessment and management of professional technicians in the agriculture,forestry and water conservancy departments of Xiangxi Autonomous Prefecture are put forward.It includes: the structure of the team is unreasonable;the introduction of talents is more difficult;the contradiction of post setting needs great;the assessment and evaluation is difficult;the phenomenon of brain drain can not be ignored.The main reasons for the analysis are as follows: the management mechanism of "great unification" leads to insufficient personnel demand;the promotion space is not large;the wages and welfare benefits are low;the environment of the contingent is worried;the training of special technicians is less;the endogenous motivation of the special technicians is insufficient.After that,the relevant policy suggestions are put forward for the management of professional technicians in the agriculture,forestry and water conservancy departments of Xiangxi Autonomous Prefecture: speeding up the top design of the talent introduction,optimizing the working environment of retaining talents,speeding up the position setting of the demand matching,strengthening the training of the growth of the assisting cadres,and perfecting the strict supervision mechanism. |
