Research On The Influence Of Omnimedia On The Realization Of Public Values And The Mechanism

In the past decades,with the development of the Internet,human society has entered the era of omnimedia.Focusing on the political field,the role of omnimedia technology has set off a wave of e-government development,which has exerted a profound impact on the management mode,organizational system and public administration practice within the government.Omnimedia technology can promote the flow of social information,breaking the barriers between social organizations and subjects,enabling people to change from passive recipients to active participants in the past,expressing interest appeals,and enabling them to truly participate in the process of governance.And with the help of omnimedia,the intercommunication and sharing of resources and information within the government can be realized,so as to solve the problem of "departmental fragmentation" and achieve integration and collaboration.Now,China is in a critical period of transformation and development,and it is extremely urgent to improve the level and capacity of government governance.The employ of information technology to improve the government administrative efficiency,strengthen the legitimacy of the government,promote the functions of the government to create good development environment,provide high-quality public services,safeguard social fairness and justice the idea of change,and is conducive to realize the modernization of the national management system and management ability.At the present stage,theoretical circle researches on the relationship between omnimedia and public administration mainly analyze the influence of omnimedia on it and the relationship between them from the aspects of public crisis management,network governance and e-government.Few scholars have studied the relationship between omnimedia and the realization of public values from the theoretical perspective of public values.Based on this,this paper takes "what impact does omnimedia have on the realization of public values? And how do these effects work?" In order to solve the research problem,this paper selected Xinzhou City,Shanxi Province as the research object of "Random-Snapshot" government innovation practice,conducted field research on it and collects data.Then,according to the process logic of SPS case design logic,the operation process of "Random-Snapshot" was sorted out in detail to restore the complete information of the case.Finally,based on the general steps of text analysis method,the case data were encoded and analyzed with the help of QSRNvivo11 software,and the research conclusions are drawn.Through the in-depth exploration of the case data of "Random-Snapshot",it can be seen that the influence of omnimedia technology on the realization of public values mainly lies in that it promotes the change of the internal organization of the government and the change of the public behavior.The core mechanism of the influence of omnimedia technology on the realization of public values is the change of government thinking and the stimulation of citizens' participation motivation,so as to build a network of political and civilian relations,promote the interaction between the government and the people,and promote the realization of public values.Finally,this paper discussed "what impact does omnimedia have on the realization of public values?" And "how do these effects affect the realization of public values?" Two core research questions have been answered.
