Protected Values (PVs) are those that resist trade-offs with other values, particularly economic values. This concept was presented first in environment protection. We are trying to present it in public administration to explore the government officers' values.This research includes two parts. In Part I, the research is to review PVs' category and characteristics; In Part II, the research about how PVs influence decision behavior in Public Administration, is to review whether decision-maker (government officers) would attach importance to PVs or not, and to review whether the decision preference is different or not when the informations is presented or not in the different conflict situations. There is some advice for future research.In study 1, we adoptted Baron's questionnaire about judging PVs' characteristics, and added one question about review the consistency between what the government officers think and do. Study 1 showed the following results:(1) There are PVs in Public Administration Field. We have classified PVs into three categories. One catogary is about servicing for public, the second is related to the organizations, the third is related to special citizens or groups.(2) We also demonstrated the hypothetical characteristics of PVs such as absoluteness, agent relativity, posturing, moral obligation, quantity insensitivity, and emotion of anger.(3) We find the consistency between what the officers think and do.In study 2, we used for reference from Baron' methods about how to design the PVs' conflicts, and utilizing the results from study 1,we design the questionnaire about how to make decision under the PVs' conflicts. Study 2 showed the following results:(1) Decision-makers will know PVs'present and attach importance to PVs. (2) The conflict situations and information have interaction effect to decision preference.(3) The better-developed sense of self-identity, more preference for the PVs.(4) Under the PVs' conflicts, the decision-makers lower the importance of PVs.(5) The conflict situations ("PV-PV"和"NPV-NPV") and information have interaction effect to decision preference.(6) The conflict situations ("PV-PV"和"PV-NPV") and information have interaction effect to decision preference.
