The Research On Social Organization Participate In Community Governance

Cultivating and developing social organizations is an important measure to promote the modernization of the national governance system and governance capacity.It is also the basis for promoting grassroots democracy.The 19 th National Congress of the Communist Party of China points out that we should establish a social governance model based on collaboration,participation,and common interests,we should strengthen the system for community governance,shift the focus of social governance to the community level,leverage the role of social organizations,and see that government’s governance efforts on the one hand and society’s self-regulation and residents’ self-governance on the other reinforce each other.As an integral part of the grassroots society,urban communities are not only the entry point for realizing national governance,but also the place of practice for realizing local autonomy.With the improvement of people’s living standards,the imbalance of community supply and demand,the lag of service mechanism,and the difficulty of meeting the needs of residents have become increasingly prominent.However,in the process of community governance structure transformation,various social organizations have gradually developed and expanded.The original “political and social integration” community management model has gradually transformed into a diversified community governance model,and a large number of social organizations have begun to participate in community public affairs.It is not only an effective carrier to meet the needs of residents,and express the will of the people,but also an important driving force for the development of urban community governance.Social organization is an important supporting system for social governance and community governance,and it will play a more important role with the development of urban community construction.This paper takes the Baoding Shan He Social Care Development Center as an example,discussing the main contents,difficulties and countermeasures of social organizations participating in urban community governance.From the research,we found that social organizations not only play an important role in coordinating community conflicts,maintaining community ecology,developing community public welfare,and meeting the needs of residents,but also constructing a community-based consultation and exchange activity model by embedding the daily life of community residents,promotes community harmony,enhances the cohesiveness and identity of community residents.However,it is also faces many questions,such as social organization lack of credibility,insufficient depth and breadth of participation in community governance,residents’ participation in the trend of polarization,and inadequate community consultation mechanisms.Only rationally transform government functions,correctly positioning social organizations,improve policies and regulations,promote the development of various social organizations,strengthen the capacity building of social organizations,improve the quality of community services,foster community social capital,raise residents’ awareness of active participation,and build community cooperation and participation mechanisms,promote the effectiveness of community governance,form a “partnerships” between the various members of the community governance for mutual cooperation,equal consultation,responsibility sharing,and benefit sharing,it can be promote the effective participation of social organizations in community governance,and promote the construction of the social governance system for co-construction and sharing.
