Study On The Social Security Thought And Practice Of The Communist Party Of China During The War Of Liberation

This paper is a part of the National Social Science Foundation project "Research on the Early Social Security Practice and Thought of the Communist Party of China(1921-1949)"(Theoretical Economics,16BJL017).The core of this project is to study the social security thought and practice of the Communist Party of China during the War of Liberation.This period is a decisive period concerning China’s two prospects and two destinies.It is also an important period for the recovery and development of the national economy after the end of the eight-year anti-Japanese war.Therefore,the Communist Party of China needs to solve many difficult problems.How to consolidate and develop the liberated areas and base areas? How to guarantee the victory of the armed struggle of the whole country? How to establish a new political power which is recognized by all sides is a complicated project.The Communist Party of China has not forgotten the original intention and put the people’s livelihood first,and has provided assistance to the people who are in trouble for various reasons,such as providing free relief to vulnerable groups such as disaster victims,and caressing soldiers and martyrs,honorary soldiers(hereinafter referred to as Rong Jun)and demobilized soldiers.Insurance subsidy for workers,correct adjustment of the relationship between employers and workers,relief of the worries of workers in the aspects of old age,disease,disability,unemployment and death,improvement of welfare for workers and their families in life and work,and increase the construction of public health care and cultural education in liberated areas.The development of social security can not only solve people’s living difficulties,stabilize society,win people’s hearts,mobilize people’s enthusiasm for production,so that they can join the production and construction army,but also improve the combat effectiveness of front-line soldiers.In a word,the development of social security by the Communist Party of China is in line with the requirements of the times and the inevitable choice of history.This paper mainly studies the social security thought and practice of the Communist Party of China from the perspective of economics,which is divided into seven parts.In the introduction part,it mainly introduces the research background and significance,research summary,research methods,innovation and shortcomings.The second part to the seventh part is the main body of this paper.The second part briefly reviews the social relief practices of the Communist Party of China during the Great Revolution,the Agrarian Revolution and the War of Resistance Against Japan,and then focuses on the analysis of the social relief ideas and social relief activities put forward by the Communist Party ofChina to disaster victims during the War of Liberation.The third part,after summarizing the main points of the CPC’s preferential care work before the liberation war,focuses on the analysis of the special life difficulties faced by the soldiers during the liberation war,the CPC’s social preferential care thought(taking care of soldiers and martyrs in the land reform,advocating and helping martyrs to develop production,properly resettling demobilized soldiers and veterans)and corresponding policies.Measures.The fourth part first summarizes the main contents and measures of the CPC’s social insurance thoughts and practices before the Liberation War,and summarizes the development characteristics of this period.Then it focuses on the analysis of the CPC’s policy proposals on employee insurance funds and the contents and regulations of the insurance benefits enjoyed by employees during the Liberation War.The fifth part,on the basis of a brief review of the CPC’s social welfare thoughts and practices before the Liberation War,then mainly analyses the CPC’s social welfare thoughts and Thoughts on improving the welfare treatment of workers and their families and strengthening the construction of public medical care and cultural education during the period of the Liberation War,with the expansion of the liberated areas and the deepening of the CPC’s understanding of welfare.Ideas and policy measures.The sixth part is the comparative study part,which compares the social security undertakings of the Communist Party of China during the War of Liberation with those of the Kuomintang Government at the same time,and the social security undertakings of the Communist Party of China before the War of Liberation.Through these two comparisons,the characteristics and development of the social security undertakings of the Communist Party of China during the War of Liberation can be understood more comprehensively.Innovations.The last part is the conclusion of this paper,which summarizes the role played by the CPC’s social security cause in the victory of the War of Liberation and the social security work in the early days of the founding of the People’s Republic of China.Then,taking history as a lesson,it explores its Enlightenment on the development of social security in China today.
