Study On The Operation Of Civil Affairs Function Of County-level Government

Civil affairs are state affairs,with a focus on the grassroots.To do well in the civil administration work is of great significance for realizing the fundamental interests of the people,consolidating the ruling position of the Communist Party of China,building a moderately prosperous society in an all-round way and realizing the great rejuvenation of the Chinese nation.Based on functions of X county,sichuan province civil administration operation,on the basis of field investigation,described the functions of the government at the county level civil affairs run the status quo,summarized up the problems existing in the process of running the civil administration functions of county-level governments,has carried on the detailed analysis of the cause of the problem,put forward to improve the county-level government civil administration function operation situation countermeasures and suggestions,hope to help the county civil administration work run smoothly.This paper is divided into seven parts in structure.The first part is the introduction.Firstly,it elaborates the background and significance of this study.Secondly,it analyses the current research situation at home and abroad.And finally introduces the research content and methods of this paper.The second part is the basic concepts and theoretical basis.The concepts of " countylevel government","government function","civil administration"," civil affairs functions of county-level government" are defined successively.Then it introduces the theoretical basis of civil administration function operation of county-level government,including the theory of hierarchy,the theory of modernization of national governance,the "three definitions" and the list of power and responsibility,which lays the theoretical foundation for the following research.The third part aims to help comb the historical changes of the county civil administration functions in China,understand how the county civil administration functions develop and change in China’s history,clarify the development context,and understand the rationality of the classification and operation of county civil administration functions in China at this stage.The fourth part elaborates the operation status of the civil administration functions in X County,Sichuan Province,and finds out the problems in the implementation process,including overlapping functions of departments,inadequate internal coordination,inadequate performance of some functions,the low satisfaction of the people and so on.The fifth part makes a thorough and comprehensive analysis of the causes of the problems in the operation of county civil administration functions,and sums up the reasons for the problems existing in the civil administration work of county government: unclear understanding of the role of some officials,unscientific and irrational,allocation of departments’ responsibilities,inconsistent with the needs of practical work by relevant policies,difficult to meet the number of personnel and production status.Incentive measures such as demand,imperfect coordination and cooperation mechanism,lack of corresponding supervision and assessment mechanism,lack of incentives and penalties,etc.The sixth part,based on the analysis of the fifth part,puts forward the countermeasures for the problems existing in the operation of civil administration functions at the county-level government: correctly recognizing their role and status,scientifically and rationally allocating the responsibilities of departments,formulating goals and tasks according to the actual needs,scientifically allocating the personnel and staffing resources,strengthening coordination and coordination among departments and agencies,and perfecting corresponding supervision and management,assessment mechanism,perfecting supporting incentives and punishment measures.Finally,conclusions and prospects.This part makes a simple summary for the conclusion of the whole paper,and gives some expectations for future research.
