Research On The Implementational Deviation And Correction Mechanism Of Policies On People’s Livelihood In County Government

Policies on people’s livelihood are formulated to improve people’s lives and allow all people to share the fruits of reform and development,which are closely related to the people’s benefit.In our five levels of government management system,the county government is the main implementing body of the policies on people’s livelihood.However,influenced by various factors,the implementation of the policies at the county level often deviates,which not only affects the effectiveness of policies,but also undermines social justice and reduces the government’s credibility.Therefore,correcting the implementational deviation of the people’s livelihood policies in the county government is related to the people’s livelihood of our country,the fairness,justice,harmonious and stable development of the entire society.The theories and researches on the implementation of public policies at home and abroad have been abundant.The theories of the implementation,of public policies in foreign countries have been greatly improved after continuous development.However,China is in a different economic developing stage from western countries,and additionally,has a very different cultural and political system as well as a different governance structure,which determines the research on the policy implementation in western countries cannot explain the deviations in the implementation of policies by local governments in China very well.Most domestic researches on policy implementational deviation mainly analyze from the three perspectives of interest,policy and system.Most of these researches are mainly engaged in theoretical research,and their demonstration processes are usually broad and general and lack of depth and practicality.Although there are also some case studies,they are mainly based on single case analysis.There is no systematic summary,and the countermeasures and suggestions are more one-sided.Based on the above-mentioned status quo,this paper takes four specific policies on people’s livelihood in Yuhang District of Hangzhou City as examples to discuss the implementational deviation and correction mechanism of the county government.The research refers to district-level special audit reports,financial sector performance appraisal reports,financial budget table,district social security fund report and other internal data.At the same time,the research combines public choice theory,implement environment theory and bureaucratic theory,breaking through the traditional research perspectives of interests,policies and systems,and adopts the new perspective of implementing environment.It analyzes four specific cases,then summarizes five major reasons which cause the implementational deviation of the policy on people’s livelihood in the county government:the design of the policy itself,the game of interest of the implementing entity,the interests of target groups,the impact of implementing environment and imperfection of evaluation mechanism.According to these analyzes and inductions,some countermeasures are put forward,including strengthening the necessity and feasibility of policies,strengthening the supervision of implementing agencies,implementing the responsibility mechanism of target groups,perfecting the dynamic adjustment mechanism of policies and perfecting the assessment mechanism so as to provide a reference at some point for solving the problems of implementational deviation in county government,such as the problem of being quantity-oriented instead of quality-oriented.
