Indemnificatory apartment is related to the vital interests of the people,as well as the healthy development of China's new urbanization and social harmony and stability.By the report of the 19 th National Congress of the Communist Party of China,We must be clear that housing is for living in,not for speculation.And we need to speed up the establishment of a housing system with multiple types of suppliers,multiple channels for housing support,and encouragement for both renting and purchase,so that people will soon have a place to call home.This is a new direction for the construction of affordable housing in China.With the progress of new urbanization,the housing problem of low-and middle-income families has become an important livelihood issue faced by the party and the country.How to reform and improve policy of China's indemnificatory apartments to solve people's housing problem is of great significance for achieving a comprehensively prosperous society of China.In this paper,we analyze China's policies of indemnificatory houses from 1998 to 2018 based on basic theories including new public service theory,public product theory,etc,finding that over the past 20 years,the focus of policies have seen changes as follows:(1)In terms of low-rent housing,the attention of policy is mainly reflected in the establishment of the system in the first stage,and the low-level rent in the second stage.The problem of financial security for housing and the management of rental rent,the third phase of low-rent housing is directly incorporated into public rental housing to achieve institutional integration.(2)As for economically affordable housing,the first phase of attention is in planning,construction,and price.As for property management,the second phase turned into loan management.In the third phase,the affordable housing policy basically did not pay attention to affordable housing,and instead focused on public rental housing.(3)In the field of affordable housing projects(including shantytown renovation),attention has been paid in the second phase.The focus is on the planning and funding issues of affordable housing projects(including shantytown renovation),and the third phase of policy attention In thetransformation of old industrial areas and rural dilapidated houses into shantytowns,and further innovation in the financing system,increase cooperation with social capital,build a diversified shed reform implementation body,etc.;incentive mechanism construction.(4)The rental phase is also the second stage.The policy focus of this period is the management system of public rental housing,as well as the lease management of public rental housing,housing sources,policy support,etc.The third phase focuses on public leasing.Housing subsidy policies,public-private partnerships for public rental housing,and pilot government purchases of public rental housing to further expand the supply of public rental housing.(5)In terms of shared property housing,this policy did not appear until the third stage.The policy focus is mainly on the principle that the shared property housing adheres to the marketization.(6)In supporting the purchase of workers,the government policy focuses on the issuance of housing subsidies,the provision of loans,and the adjustment of housing structure.Finally,five problems existed in the construction of affordable housing in China,and corresponding solutions were proposed.
