| Letters and visits are an important window for the party and the government to understand the feelings of the people and a bridge for direct communication between the people and the party and the government.In the new century,the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the work of letters and visits.Major conferences such as the 18 th National Congress of the Communist Party of China have made specific arrangements for the improvement and reform of the petition system.The petition work of J County in Zhejiang Province was also carried out along the road of the rule of law letters and visits,sunshine letters and visits,and accurate letters and visits under the arrangement and deployment of the superiors.This paper mainly uses the relevant knowledge of governance-good governance theory in public management.By studying the current situation of the operation of the petition system in J County of Zhejiang Province,this paper analyzes the problems faced by the J County petition system by means of case study,finds the reason and proposes The corresponding countermeasures are expected to provide some theoretical references for government decision-making and academic research,which has caused more scholars and petitioners in China to pay attention to and improve the system of letters and visits in China.Firstly,the paper mainly introduces the general situation of J County in Zhejiang Province,the basis of J County’s improved petition system,the basic status of J County’s petition system and the measures taken by J County to improve the petition system-the separation of complaints and visits,and strengthen the legal classification and processing of petition complaint requests Smooth communication channels,add online letters and visits and leadership mailboxes,etc.;standardize the handling of letters and visits,create a mechanism for evaluation of letters and visits;change the reception location of the leaders of the county,establish a county-level visit and daily duty system;Establish a unified government complaints reporting platform.At the same time,it also stated the achievements of J County’s improvement of the petition system: diverting the law-related complaints,the rules have rules to follow;the channels of letters and visits are more smooth,and the people are more likely to report the situation;the handling is more standardized,the satisfaction of the people is improved;the cadres are shortened.The distance of the masses has closely linked the relationship between the party and the masses;the institutional resources are more optimized,and the services are more uniform and efficient.Then,the paper analyzes the problems and causes of the operation of the J County petition system.The main problems are: the abnormal letters and visits of visitors are endless;the letters and visits departments are not connected smoothly with the mediation and judicial units;some county leaders have visited the scenes and are easy to flow;the letters and visits triggered by the immature public policies have come one after another;the single government department has solved the problems.Things are starting to fail.The main causes are: the development of the county infringes on the interests of some people,the judicial cost is high,some of the petitioners have a serious "green consciousness";the petition department is too separate from the mediation and judicial departments;some leaders have a weak sense of responsibility,and the NPC deputies and CPPCC members collect letters and visits.The functions are narrow;the lack of public policy is not communicated with the society,and the transparency is not enough;today’s social contradictions become more complex and diversified.Finally,the paper puts forward some countermeasures and suggestions for the problems faced by the J County petition system: the legislative treatment and effectiveness,and the joint efforts to maintain the order of letters and visits;the establishment of petition agencies need to be optimized;the leadership responsibility is enhanced,the leadership reception system is improved;the participation of social forces is enhanced.Transparency and legitimacy;strengthening social multi-governance and relief coordination mechanisms,improving modern governance capabilities,etc.,provide some useful references and reflections on the good operation of the J County petition system. |
