Research On The Issue Of Government Information Disclosure In The Perspective Of E-government

With the acceleration of information technology,the reform of government administration is advancing in a rapid pace.After 1990,the governments all over the world carried out the information construction of government affairs and connected the government affairs with the network.The emergence of e-government system changed the laggard situation,providing more accurate access to the electronic information platform which also improved the government’s service of transmitting information to the public and the government administration ability.With the development of economy,e-government platform has become an indispensable channel for government information disclosure,and has also become the important platform not only of performing social management and public service functions for governments of all levels,but also the platform of serving the public and reviewing the opinion of public.In recent years,through the application of electronic information technology,government portals at all levels and government accounts on Weibo and WeChat have emerged,of which have become a main tool for improving the transparency of governments and strengthening the interaction with the public.This is the trend of social development,and the needs of the rule of law.Due to the openness and speed of the Internet,the government’s efficiency and information disclosure situation is forced to change.The government should change its way of thinking in time,take the initiative to make use of the modern scientific and technological means,thus to promote the modern governance ability,and optimize the transformation of government functions.From the perspective of E-government,this paper firstly combs the basic theoretical problems of E-government and government information disclosure,and then takes Zhejiang Province as an example to analyze the current situation of E-government development and information disclosure.Then the paper points out the main problems of e-government and information disclosure: the absence of laws and regulations,the imperfection of work system,bottleneck of information technology,the uneven proficiency of the staff,and the insufficient interaction between the government and the public.Finally,the paper draws lessons from the experience and practice of E-government information disclosure at home and abroad and puts forward suggestions to strengthen and improve the information disclosure based on e-government: first,to enforce law and regulations;second,to formulate the operation system;third,to innovate the technical means;fourth,to implement plans of talent management;fifth,to optimize the relief and supervision mechanism.In recent years,Zhejiang Province has actively adopted "Internet + Government Affairs" strategy,putting forward the construction of portals at all levels,Zhejiang Government Service Network(www.zjzwfw.gov.cn),and a group of government accounts on new media platform with "Zhejiang Release" as the head to speed up the connection of government information system,promote information disclosure,break down isolated information and trans-agency barriers,which aims to facilitate "run once at most" reform by letting data run more instead of people.Addressing information disclosure properly will improve the transparency of government decision-making process,the refinement of social governance and the efficiency of public service.The purpose of this paper is to explore how to adopt modern information technology in a way that will facilitate government information disclosure and establish a feasible mechanism of government information disclosure from the perspective of e-government affairs,which will finally in turn,promote the transformation of government functions and implement citizens’ right to know,to participate,to express and to supervise.
