The people's Court of eastern Inner Mongolia as a representative of the people's court standing in the National Village area is a typical representative of local justice. In the traditional and modern social transformation, the tribunals dispatched by the people's courts at the grassroots level represented by the People's Court of eastern Inner Mongolia show many inconsistencies with the current judicial practice, and the concept and practice of the judicial operation of the people's courts also meet the judicial needs of the local people. Therefore,in the background of judicial reform,it is very necessary to pay close attention to the development and reform of courts dispatched by grass-roots people's courts in the judicial practice of ethnic villages.Firstly, through the empirical study of the People's Court of Eastern Inner Mongolia and the collation of a large number of documents,we can clearly see the historical development of the People's Court and its plays an important role in rural dispute resolution.Secondly, through the daily practice of the courts,we can summarize the characteristics of the operation of legal procedures in ethnic areas, and then find out the causes of the formation of the characteristics of judicial practice in this area. Finally,it explores the dilemma and the ideal way out for the rural courts in the remote western areas represented by the People's Court of East Inner Mongolia in the process of transformation to modern times. Finally,we can draw the following conclusions: The judicial practice in the remote western region, represented by the eastern Inner Mongolia,is still in the process of traditional and modern judicial reform. The model of judicial modernization has taken shape initially, but the more traditional judicial practice model rooted in the hearts of the legal person and the local people is difficult to change substantially for a while. And how to make the People's Court of Inner Mongolia standardized and procedural in the trial practice is a gradual process, which requires the joint efforts of every legal person and the local people.
