At present,the aging trend in China is grim,and the demand for aged care services is growing rapidly.Community-based home care has become the most basic and core care service model in China.In order to resolve the contradiction between the huge demand for aged care services and the limited supply,the government attaches great importance to the development of the aged care service industry,especially the standardization work of aged care services.The promotion of standardization work for the aged care service is not merely the formulation of standards and the construction of standard systems,but also the evaluation after the implementation of standards.However,through literature review and status quo investigation,we can find that although the government pays more attention to the supervision and post-evaluation work of standard implementation.However,in the field of community-based home care services,experts and scholars focused more on the construction of a community-based home care system and analysis of the impact of the implementation of standards.Few experts and scholars work on post-evaluation work of the implementation of service standards.Therefore,in order to supplement the lack of relevant research and guide practical work,this paper studied the implementation evaluation of community-based home care services.In order to better carry out follow-up research,this paper defined the three concepts of aged service standards,community-based home care service standards,and the implementation of community-based home care service standards.This paper explained guiding significance of the community-based home care service theory(Welfare Pluralism Theory,Activity Theory and Social Embeddedness Theory),the characteristic theory of community-based home care for the elderly in China(Service Government Theory,Intergenerational Ethics Theory and Social Welfare Socialization Theory)and the Customer-satisfied Service Quality Management Theory.In order to better understand the development of community-based home care service standards,this paper collated the relevant standards for the aged care services,especially those related to community-based home care for the elderly in the International Organization for Standardization(ISO),the United States,the United Kingdom,Australia,Japan,and Hong Kong.By sorting out these standards,we could understand the formulation and development of the current international community-based home care service standards.Through the clarification of the policy foundation,the classification of standards and the issued standards of community-based home care for the aged,the development of the community-based home care standards in China were clearly defined and the main problems were summarized.In this paper,standard criteria analysis,literature statistics and expert interview methods were used to screen the evaluation indicators,and 23 evaluation indicators were obtained.The experts and scholars scored the importance of the indicators and simplified the indicators to obtain 19 evaluation indicators.Using exploratory factor analysis and confirmatory factor analysis,a three-tier evaluation index system for the implementation of community-based home care service standards was constructed.The four dimensions of the evaluation index system was the standard dimension,government dimension,organization dimension,and service object dimension.Finally,combining with the results of case studies,this paper proposed to improve the operability of the standards,develop standards based on the needs of the elderly,improve the publicity and training practically,and increase the post-implementation evaluation ptocess to promote the Implementation of standards of community-based home care services.
