Case Study Of Mianyang Municipal Government Promoting Cyber Governance

With the rapid development of the Internet,WeChat,Weibo,micro-video,and mobile applications have become the new focus of public opinion.The Internet has played an increasingly important role in all aspects of the people’s lives and has become the important channel for people to have the "four rights"(information rights,participation rights,expression rights and supervision rights).Network governance refers to the government’s use of the Internet,new media and other platforms to communicate with the masses,effectively and accurately grasp the social dynamics and public interest appeals,while using fast-spread channels to publicize and explain policy guidelines,and widely open their minds and actively solicit the public Suggestions on governance.This paper analyses Mianyang government’s promotion of cyberpolitical work and discusses how the government uses the network for governance.This paper mainly uses the combing method of literature review and case analysis.This paper,from domestic and foreign research literature,combines the research status at home and abroad,conducting research based on theory,and establishing a framework under the guidance of public organization theory,public policy theory,and democratic political theory.Through case studies,this paper analyzes the status quo of China’s cyber governance,extract key factors that influence the governance of the network,and finally make recommendations on how to advance cyber governance.This study finds that there are still many problems that need urgent improvement in our country’s network management work.For example,some leading cadres have weak awareness of network governance,the mechanism is not fully developed,the network management platform is not yet perfected,and media integration needs to be deepened.This article takes the Mianyang government’s promotion of network governance as a case,starting from three aspects: leadership factors,mechanism factors,and environmental factors,so that leaders can realize the importance of it,make sure the enforcement of KPI,integrate platforms,unblock channels,and develop together to improve local government’s network management work.
