| Poverty is a common social problem in the world.China’s rural areas are facing serious poverty problems due to the backwardness of the old Chinese economy,the lack of agricultural resources and the lack of farmers’ knowledge.After the founding of the People’s Republic of China,especially since the reform and opening up,the Party and the government led the people of the whole country to actively carry out anti-poverty work and made great achievements,basically solving the problem of food and clothing nationwide.However,poverty still exists in rural areas in China,especially in poor mountainous areas,which are widespread in the region.The goal of poverty alleviation has changed from food and clothing to improving living standards.Anti-poverty work is facing severe situations and challenges.This paper takes Xiaochang County,a key poverty alleviation County in Dabie Mountains,as an example to discuss the poverty problem of farmers in mountainous areas.Firstly,the article briefly expounds the basic definition of the category of rural poverty in China at present,and analyses the current situation and characteristics of rural poverty in mountainous areas of China in the period of new rural construction.Taking Xiaochang County Dabie Mountain as an example,the paper analyses the restrictive factors of rural anti-poverty work in mountainous areas from the aspects of economic development level and social development level,etc.The spirit of the 13 th Five-Year Plan and the great blueprint for building a new socialist countryside in China hold that in the new stage of poverty alleviation in the rural areas of mountainous areas in China,we must continue to adhere to the correct poverty alleviation policy,combine government-led with market operation,establish a pluralistic anti-poverty mechanism,and combine material poverty alleviation with cultural poverty alleviation to improve the rural areas in mountainous areas.The quality of human capital in villages;the combination of increasing investment in poverty alleviation and strengthening fund management to improve the benefits of poverty alleviation and development in mountainous areas;the integration of urban and rural development,poverty alleviation and development with ecological environmental protection;the persistence of implementing sustainable development strategy;the promotion of economic and social development in poor mountainous areas;and the support of the poor people to get out of poverty and become rich as soon as possible.The innovative point of this paper is to take Xiaochang County as an example to analyze.From agriculture,tourism and other aspects,it gives specific examples to describe and explore the Dabie Mountains,and to think about how Xiaochang County can help people out of poverty through effective poverty alleviation policies,so as to research and practice in related fields,hoping to help alleviate poverty for our country.The implementation and implementation of policies provide theoretical and practical research reference. |
