| Since China's reform and opening-up,the Communist Party of China has been working on strengthening its own capacity construction.The CPC has now developed into a ruling party with about 88,000,000 party members and 4,400,000 grass-roots Party organizations.Under the strong leadership of the Communist Party of China,China has become the world's second-largest economy.From the perspective of the construction of the party running ability,this thesis studies the party running ability construction of the CPC since China's reform and opening-up in order to provide guidance and reference to comprehensively strengthen Party discipline from exploring the law.The ability of managing the party is the ability that a party adjusts on,managements and supervises itself to realize self-improvement,self-cleaning and improve the ability of self-innovation according to the party's guiding principle and purpose for the sake of meeting the requirements of the age and to adapt to the changed social reality and the voice of the people.Since China's reform and opening up,the communist party of China is faced with the new changes in terms of the world situation,the state condition and the party's condition.In particular,after absorbing the lessons learned from the long-serving ruling parties in the world,the consciousness of ruling the party becomes more conscious and the ability of ruling the party becomes stronger.After combing the background of the CPC's ability construction of managing the party and the success and failure of some long-serving ruling parties by making use of the method of Critical Hereditary and the Comparative Research Method,the author did a comprehensive investigation on the recovery,development,deepening,new progresses and historical track of the CPC's ability construction of managing the party through a large number of literature in different periods of reform and opening up.The thesis concludes that the content of the CPC's ability construction of managing the party mainly includes 4 aspects: the ability of theoretical innovation and theoretical arming,the ability of organizational guarantee and rectification of the style of work,the ability of consolidating the class foundation and enlarging the mass basis and the ability of institutional innovation and implementation capacity.It presents the characteristics of 6 aspects: First,always maintains a high degree of awareness of the party's ability construction;Second,always pays attention to the modernization,chinization,and popularization of theories of managing the party;Third,always embodies the inclusiveness and openness of the Party Building thoughts;Forth,always puts the party member troop as the object of the party management and puts leading cadres and especially senior cadres as the focus of the party management;Fifth,it forms a party-building system characterized by “one main line” and the method of “five in one”;Sixth,and finally,always runs through the idea of regulating the party by laws and disciplines.Based on an objective evaluation of the CPC's ability to manage the party in this period,it's considered that the CPC has preliminarily formed the ideological system of the construction of the party running ability,has established the distinctive construction mode in governing and administering the party,and systems and mechanisms for the construction of the party running ability have been built up.But we still have many issues such as the desalination of political orientation,impure political ecology,incomplete inner-party supervision,the imperfect system,and poor execution.Therefore,the party running ability construction of the CPC is always on the road,and we should pay attention to the contribution instead of flaunting the merits and achievements,effectively strengthen the ideological and political work,supervision and administration,disciplines execution and accountability,and pay special attention to the key minority so as to make the management truly,strictly and usually. |
