Study On The Resource Integration Of Local Government In Home-based Care For The Aged

Population aging has become a significant social problem in our country.Although YX is a county-level city in Jiangsu province,it had come into the aging society for a long period,besides,it is a city with high population aging level,increasing percentage of the aged population and growing number of empty nesters.Thus the situation of old-age care is becoming more and more severe.Entering the contemporary times,family supporting function began to be weakened;organization support can't well meet the demand for old-age due to various reasons.In this context,“home-based care for the aged”,with advantages of both traditional family supporting and organization support,came into being and gradually became a kind of important endowment pattern.As “home-based care for the aged” has properties of quasi-public goods,to provide relevant elderly care resources is an obligatory duty of the government.However,it is obvious wrong to overemphasize the resource supply function of the government in the development of home-based care model,which is not conducive to the sound and orderly development of“home-based care service for the aged”.Hence,to clarify the functional boundary of the government in terms of “home-based care service for the aged” is particularly important to the development of “home-based care service for the aged”.The research work of this paper was set on this macro-background.The paper first introduced the origin of the studies,defined the core concept based on the sorting and reviews of research status in and out of abroad,anddetermined the research framework as well as the research method.In different period of mankind history,people have different requirements on governmental functions.Therefore,the paper,which discussed from the viewpoint of time,has a historical study on the old-age provision of YC street in different historical period,and conduct deep analysis on two aspects: one is the vacancy of the government functions in terms of family support for the elderly,the other is all-inclusive of the government on organization support for the elderly.The paper also has a retrospective study on the formation of network system of “home-based care service for the aged” in YC Street.This paper emphatically analyzed the network structure of the “neighborhood Home-based Care for the aged(Le Ling home-based day care center for the aged)——Community home-based Service station for the aged——Home-based service point for the aged”,and deeply analyzed how the neighborhood ——the resident agencies of municipal government——to realize the efficient integration of resources on “home-based care service for the aged” by such operation network.Then,the paper further analyzed the problems and causes that YC neighborhood met in integrating the service resources of “home-based care service for the aged”.With new public service theory as guidelines and on the basis of specific situations,the paper explored ways for government to optimize the integration of resources on“home-based care for elderly” in aspects such as strengthening the system design and regulatory functions,reducing the administrative influence of local governments on service center,optimizing the social environment,improving the funding support mechanism,realizing the effective cooperation among multiple subject and so on.These will further improve the sound development of “home-based care for elderly”in YC neighborhood.
