Research On The Problems Faced By Wuhan Municipal Government In Developing Home-based Care Services For The Aged And Corresponding Solutions

Home-based care service is a public service in elderly caring.Its development level is closely linked to government management since the government plays a core role and shoulders unavoidable responsibility for its advance.With China’s entering a new era of social development,the main social contradictions today have transformed into a contradiction between the people’s ever-growing need for a better life and the unbalanced and insufficient development.Besides,China now reaches the peak of an ageing population,and the aging of the population also shows such characteristics as the large population base,rapid growth rate,and high degree of aging.Wuhan,the provincial capital of Hubei Province and an important city in the middle of China,has a high degree of population aging far above the national average.Moreover,the elderly people generally want to be at home,and expect to enjoy professional and diversified old-age services.In this case,home-based care services,which meet the need of the aged population to enjoy professional elderly care services without going far away from home,arise.Wuhan is also selected among the first batch of pilot to reform home-based care services.Therefore,it is of great significance to study the Wuhan municipal government’s development of home-based care services.In this paper,based on the new public management theory,the new public service theory and the welfare pluralism,the literature research method,empirical approach method and comparative research method are used to analyze the government responsibility research in the development of the home-based care service in Wuhan.First,it is introduced the development status of home-based care services in Wuhan and analyzed the problems within.Then,it is proposed a development path for Wuhan municipal government to optimize home-based care services based on the advanced experience of home-based care services absorbed and drawn from Beijing,Shenzhen and Nanjing.Last,it is suggested that Wuhan Municipal Government should strengthen the construction of home-based care service system,improve the capacity of home-based care services,promote the professionalization,professionalism and standardization of home-based care services,optimize the government-purchased and socialized home-based care services.
