Research On The Problems And Countermeasures Of Improper Public Power Under Ecological Vision

Public power generated by the public,the public power body entrusted by the exercise of power,due to the nature of power and power of self-interest of main reasons leading to the exercise of public power deviation from the original target,so that make the power abuse,excessive pursuit of economic benefits,the practice and has to protect the dissimilation phenomenon,such as not conducive to the sustainable development of the society,the government trust crisis intensified,the exercise of public power and political ecological environment damage.Ecological harmony,open,circulation,green,public,diverse and sustainable development,this article focuses on from improving the internal and external supervision mechanism,the government's own organization setup,construction from three aspects of the external social environment and ecological attributes analysis to realize the combination of ecological public power operation,namely public power operation to provide a good political ecological environment.Three major research methods,namely literature research,qualitative research and comparative research,are adopted.These three methods are complementary to each other.Firstly,a large amount of literature is collected.Combined with the properties of ecological perspective to explore the nature of public power alienation,the public power dissimilation is established by use of the concept of ecological harm and cause of the core concepts such as ecological philosophy,public alienation of power,based on the analysis,explores the alienation of public power and the damage of ecological horizon,namely the government trust crisis,increase administrative operating costs,waste of state assets,not conducive to social stability and realize social fairness and justice.Analyzing the causes of public power alienation from the perspective of ecological attribute,the primary cause of alienation is the low level of ecological economic development,the unreasonable setting of government departments is the organizational cause of alienation,the extinction of public power publicity is the essential cause of alienation,and the traditional ecological social environment is the objective cause of alienation.By reference to the domestic Shanghai,shenzhen and Singapore abroad,Germany's advanced experience about ecological restriction of public power,from a perspective of establishing and perfecting the ecological under the restriction of public power supervision mechanism,build and improve the ecological sight of public power under the politicalsystem,cultivating good ecological and social environment in three aspects,proposes the establishment of property declaration system,government positive and initiative,coordinator and nature,society,the relationship between the society and the society,build a comprehensive and unified supervision mechanism,strengthen the public power,department coordination,cultivating citizen participation,Strict accountability system and standard cadre promotion system and other countermeasures.The security mechanism of restraining the dissimilation of public power is studied,that is,the cultivation of the government's ecological civilization concept,the establishment of the political ecological mechanism,and the implementation of the government's ecological behaviors,etc.,to create a good political ecological operating environment.It provides a new perspective for the governance of public power alienation,creates a favorable political ecological environment for the operation of public power,creates a favorable ecological environment for the construction of socialism with Chinese characteristics,and makes positive contributions to the realization of the Chinese dream and the great rejuvenation of the Chinese nation.
